Vinh City: Average income per capita reaches nearly 85 million VND/year
(Baonghean.vn) - This information was given at the opening session of the 8th session of the City People's Council (term XXI), term 2016 - 2021 this morning (December 17) to assess the implementation of the socio-economic development plan in 2018, the plan for 2019 and many other important contents.
21/23 targets were achieved and exceeded.
Speaking at the opening of the session, comrade Nguyen Van Lu - Standing Deputy Secretary of the City Party Committee, Chairman of the City People's Council emphasized: The 8th session, the last session of 2018, is to consider and decide on important issues within the tasks and powers of the City People's Council according to the provisions of law.

With the significance and importance of the session, the Chairman of the City People's Council requested the City People's Council delegates and representatives of departments, agencies and units of the city to demonstrate seriousness and the highest responsibility before the City People's Council and voters, contributing many practical ideas to solve many problems of the city, including the successful implementation of the city's socio-economic tasks in 2019.
Reporting on the implementation of the 2018 socio-economic plan at the meeting, Vice Chairman of the City People's Committee Ha Thanh Tinh affirmed: In 2018, the city's economy continued to have good growth.

21/23 socio-economic targets were achieved and exceeded. Economic growth rate is estimated at 9.12%. Total social investment capital is estimated at 15,965 billion VND, up 11.1% over the same period. Average income per capita is nearly 85 million VND/year.
The city has more than 900 newly established enterprises and 2,300 households granted business licenses, an increase of 9.52% over the same period. Budget revenue is estimated at VND 2,175.4 billion, reaching 103% of the province's estimate.

During the year, the city's levels and sectors focused on directing the resolution of many pressing issues. Up to this point, the city has completed procedures and implemented investment in the internal drainage system of Nghi Phu industrial cluster and completed the connection to the water supply system of Hung Loc industrial cluster; completed the establishment and is submitting to the province for appraisal and approval of the detailed 1/500 planning of the concentrated livestock slaughterhouse in Hung Hoa commune.
During the year, the city also focused on resolving 5 old apartment buildings with a total of 136 households, in 5 wards and communes: Quang Trung, Ha Huy Tap, Trung Do, Hung Loc, Nghi Phu. Land management, construction, traffic safety and order, urban order, and environmental sanitation continued to receive attention and direction and had positive changes.
The cultural and social fields are taken care of, especially increasing investment in school facilities, including the construction of new Le Loi Kindergarten and Hung Phuc Primary School; establishing 8 new non-public kindergartens and 22 independent and private classes.

There are still many problems
In addition to the positive aspects, the report also clarified many shortcomings and inadequacies of the city. The outstanding issue is that the collection of tax arrears is not effective, the tax arrears are still increasing and as of November 31, 2018, the arrears were VND 248.93 billion, an increase of 12.2% compared to December 31, 2017, of which the bad debt was VND 180.26 billion.
The work of combating smuggling, trade fraud, counterfeit goods, poor quality goods, and ensuring food safety is not high. The city also does not have effective direction for agricultural production models.
There are still shortcomings in the management of urban order, construction, land, and environmental protection. Some projects have many problems in site clearance, affecting the progress of the project.
The work of detecting and handling crimes and the management of conditional business lines and residence is still limited...

The 8th session will take place over 2 days (December 17 and 18). At this session, the City People's Council will conduct personnel work within its authority and take a vote of confidence for positions elected by the City People's Council, and discuss and approve 9 resolutions on socio-economic issues and the City People's Council's action plan.
