Vinh City: Average per capita income reaches nearly 85 million VND/year.

In his opening remarks at the session, Comrade Nguyen Van Lu, Permanent Deputy Secretary of the City Party Committee and Chairman of the City People's Council, emphasized: The 8th session, the final session of 2018, is to consider and decide on important issues within the duties and powers of the City People's Council as stipulated by law.

Given the significance and importance of the session, the Chairman of the City People's Council requested that the City People's Council delegates and representatives from the city's departments, agencies, and units demonstrate the utmost seriousness and responsibility before the People's Council and the city's voters, contributing many practical ideas to resolve various issues facing the city, including the successful implementation of the city's socio-economic tasks in 2019.

Reporting on the implementation of the socio-economic plan for 2018 at the meeting, Vice Chairman of the People's Committee of Ha Thanh Tinh city affirmed: In 2018, the city's economy continued to experience significant growth.

Twenty-one out of 23 socio-economic indicators were met or exceeded. The estimated economic growth rate was 9.12%. Total social investment was estimated at 15,965 billion VND, an increase of 11.1% compared to the same period last year. Average per capita income reached nearly 85 million VND per year.

The city saw the establishment of over 900 new businesses and the granting of business licenses to 2,300 households, a 9.52% increase compared to the same period last year. Budget revenue is estimated at 2,175.4 billion VND, reaching 103% of the provincial target.

Throughout the year, the city's departments and agencies focused on addressing numerous critical issues. To date, the city has completed the procedures and implemented the investment in the internal drainage system of the Nghi Phu industrial cluster and completed the connection of the water supply system to the Hung Loc industrial cluster; it has also completed the preparation and is submitting to the province for appraisal and approval the detailed 1/500 scale plan for the centralized livestock slaughtering area in Hung Hoa commune.

During the year, the city also focused on resolving issues related to 5 old apartment complexes with a total of 136 households in 5 wards/communes: Quang Trung, Ha Huy Tap, Trung Do, Hung Loc, and Nghi Phu. Land management, construction, traffic safety, urban order, and environmental sanitation continued to receive attention and showed positive progress.

The socio-cultural sector has received attention, especially with increased investment in school infrastructure, including the construction of the new Le Loi Kindergarten and Hung Phuc Primary School; the establishment of 8 new non-public kindergartens and 22 independent private preschool classes.

Many issues still remain.

Besides the positive aspects, the report also highlighted many shortcomings and inadequacies of the city. Prominent among them is the ineffective collection of outstanding tax debts; the amount of tax debt continues to increase, reaching VND 248.93 billion as of November 31, 2018, a 12.2% increase compared to December 31, 2017, of which VND 180.26 billion is considered uncollectible debt.

Efforts to combat smuggling, trade fraud, counterfeit goods, substandard products, and ensure food safety are still lacking. The city also lacks effective guidance on agricultural production models.

There are still shortcomings and inadequacies in urban management, construction, land use, and environmental protection. Some projects face numerous obstacles in land clearance, affecting project progress.

The work of detecting and handling crimes, as well as the management of conditional business sectors and residence registration, still has limitations…

The 8th session will take place over two days (December 17th and 18th). During this session, the City People's Council will conduct personnel matters within its authority and hold a vote of confidence for positions elected by the City People's Council. It will also discuss and approve nine resolutions on socio-economic issues and the City People's Council's operational plan.
