Inspector fabricates kidnapping story to 'seduce' mother, fined 300,000 VND
Mr. Nguyen Quang Diep was administratively fined 300,000 VND by the police for his rude gestures and words, provocation, teasing, and insulting the honor and dignity of others.
On July 29, Mr. Duong Van Hoi, Deputy Chief Inspector of the Ha Nam Department of Transport, said that the Ha Nam Department of Transport had directed the department's inspectors to issue a decision to suspend Mr. Nguyen Quang Diep (an inspector of the Ha Nam Department of Transport), who had sent a text message to "sexually solicit" the mother of the child who went missing in Long Bien (Hanoi) recently, for 15 days. Currently, this unit is meeting to complete the documents and issue a disciplinary measure according to regulations.
According to this deputy inspector, Mr. Nguyen Quang Diep is only a contract employee of the weighing station (under the management of the Department of Transport).

“Mr. Diep was fined 300,000 VND by the police for his rude gestures and words, provocation, teasing, and insulting the honor and dignity of others according to Decree 167. After being administratively fined, Mr. Diep was released by the police,” Mr. Hoi informed.
Previously, on July 22, Ms. Duong Thi Lan (residing in Thach Ban ward, Long Bien district) went to the police to report that her daughter, Nguyen Minh Chau (four years old), had gone missing while playing in the alley. The family also posted the child’s information on social media to seek help.
While the police and family were searching for the child, in the early morning of July 23, Ms. Lan received a phone call from an unknown number. After nearly 20 calls back, a man's voice said he was holding her daughter. Then this person texted her asking for sex if she wanted to see her child.
Faced with the situation, Ms. Lam continued to report the incident to the police. Mr. Diep was quickly arrested afterwards. At the investigation agency, this man confessed that after reading the information about Chau's disappearance, he texted the child's mother and relatives to tease them and did not know anything about the kidnapping.
The police have seized Mr. Diep's cell phone, which still contains calls and messages with Ms. Lan, for processing and are searching for the child's whereabouts.
Currently, Long Bien District Police are still actively coordinating with functional units to search for information about the child.
