The Ministry's inspectors will conduct inspections without prior notice.
The Chief Inspector of the Ministry of Education and Training, Nguyen Huy Bang, has just issued a document to universities, academies, colleges, and universities regarding the inspection of the 2013 university and college entrance examinations.
Accordingly, the inspection during the 2013 university and college entrance exams will focus on checking the physical facilities: the exam paper printing facility (if any) to ensure safety and isolation; the plan and work schedule for protecting the exam paper printing area according to the requirements of three independent security zones; checking machinery and equipment, including backup generators, fire prevention and firefighting equipment; stationery, communication equipment; the safekeeping and security of exam papers and ensuring the safety of the delivery, receipt, and transportation of exam papers to the examination sites.
This year's grading process for multiple-choice tests will involve monitoring participating examiners to ensure they adhere to regulations prohibiting the use of banned items when processing answer sheets; monitoring the scanning, processing, and sealing of answer sheets; and monitoring the recording of test data and results onto CDs.
Regarding essay grading: Monitoring the implementation of grading regulations, the delivery and receipt of exam papers, the independent two-round grading process; the recording of scores on grading sheets and exam papers; the handling of discrepancies in scores after two rounds of grading; and the handling of exam papers showing signs of irregularities.

According to Mr. Nguyen Huy Bang, this year the Ministry of Education and Training will establish inspection teams (or assign inspectors to be stationed at several admissions councils) to check the preparation for, conduct, and grading of exams and admissions processes. These inspection teams will conduct unannounced, surprise inspections.
Regarding the receipt and handling of complaints and denunciations in the admissions process, according to regulations, the Steering Committee for University and College Admissions of the Ministry of Education and Training, the Inspectorate of the Ministry of Education and Training, the Inspectorate of the Department of Education and Training, and the admissions inspection teams are responsible for receiving information, preserving evidence, and handling violations in accordance with regulations.
To resolve complaints regarding examinations, both during and after the examination period, if there are complaints about negative phenomena during the examination, the relevant authority shall directly handle the complaint or refer it to the Head of the higher education institution for consideration and resolution in accordance with the regulations of the admissions regulations, the Law on Complaints and Denunciations, and other guiding documents.
During the inspection process, inspectors do not take over the duties of the examination and grading committee. When a candidate is found to have violated the regulations, the inspector must resolutely instruct the invigilator to handle the matter according to regulations, draw up a memorandum, and monitor the handling process.
Upon discovering that leaders, invigilators, examiners, or staff involved in invigilation or marking violate regulations or act irresponsibly, the Head of the Admissions Council and the Rector of the higher education institution shall be requested to draw up a report for disciplinary action in accordance with regulations and to create a memorandum to monitor the handling of the matter.
In exceptional circumstances requiring guidance from the Ministry of Education and Training, timely reporting through the fastest means of communication is necessary to request guidance on how to resolve the issue. The report must be accurate, concise, and attention must be paid to maintaining confidentiality of information related to the exam content before the exam is completed.
