Construction Ministry Inspector Caught Red-Hand Receiving Bribe: Is the Managing Agency Responsible?

On the morning of June 14, in the hallway of the National Assembly, National Assembly Delegate Nguyen Thai Hoc discussed with reporters about issues related to the case of Vinh Phuc Provincial Police drawing up a record of violations against an inspection team of the Ministry of Construction who were working in Vinh Tuong district of this province.

PV:Through this incident, the question is how should there be a mechanism to monitor public servants, sir?

Mr. Nguyen Thai Hoc:Firstly, in terms of the Party, there are also regulations, including the responsibility for supervision of the Party Committee of the place sending the cadres for inspection and the Party Committee of the place being inspected.

Second, when conducting an inspection, the inspection team has steps and regulations, so how is that procedure implemented? The inspection team itself did not follow them.

Third is the responsibility of the governing body. Once you establish a delegation, how do you thoroughly understand, select people and monitor it?

These are things that have been regulated and most importantly, internal fighting against negativity, but in reality, it is not done well.

This is a requirement set forth during the process of establishing the group. Once the group is established and begins its work, you are responsible for supervising it as the governing body.

PV:What do you think when a newly appointed officer holds an important position in the unit but has such behavior?

Mr. Nguyen Thai Hoc:This is clearly a problem that must be raised. To appoint someone, one must go through a process of monitoring and evaluating the staff, but why did the newly appointed person violate the law? This raises the responsibility of the governing body in personnel work, asking how did you evaluate and monitor the staff?

Agree that the violation in the Vinh Phuc case is an individual's. But that individual was performing public duty, and this public duty was assigned by the Ministry of Construction. Thus, from the individual's violation, it greatly affects the responsibility of an industry that plays the role of inspector.

PV:What role does this require in selecting staff?

Mr. Nguyen Thai Hoc:For a long time, public opinion has been questioning whether there is negativity in inspection and examination activities. In fact, there is, not that there is not. However, the recent incident shows that discipline and order in inspection activities need to be tightened.

Through such incidents, the inspection and examination activities themselves must be reviewed, especially the selection of staff.

Ms. Nguyen Thi Kim Anh, Deputy Head of the Anti-Corruption Department of the Ministry of Construction Inspectorate, was caught red-handed accepting bribes in Vinh Phuc.

Inspection and examination activities play a very important role in detecting violations in that field. But when inspecting, the officer violates, making the public and the people very upset that he is the one who went to inspect and violated. The authorities need to review everything to match the meaning of inspection activities.

PV:In your opinion, what mechanism is needed to avoid similar violations?

Mr. Nguyen Thai Hoc:The best mechanism here is self-inspection, self-monitoring, and inspection within the inspection team and the inspected agency.

More deeply is the work of cadres, must choose the right people with qualities, capacity, and ethics.

If you choose the right person, the reliability will be high and it will be difficult to make mistakes. But if the person is not good, no matter how much supervision or process there is, mistakes will not be detected.
