(Baonghean.vn) - Tan Hong pulp mill, the investor is Tan Hong Import-Export Joint Stock Company, Chi Khe Con Cuong commune, with a total investment of 1,255 billion VND, of which construction and equipment capital is 659 billion VND, and forestation capital is 596 billion VND. The scale target is to build a pulp mill with a capacity of 45,000 tons of pulp/year on a total area of ​​8.45 hectares. However, the project has stopped operating since 2012.

TAccording to the report of the Department of Planning and Investment, the loan project of Agribank Hong Ha branch (Hanoi) as of January 31, 2017 is 758 billion 133 million VND. Outstanding domestic and foreign currency interest debt converted to VND is 544 billion 870 million VND.

Tan Hong Pulp Factory Project has completed the following construction items: 3 raw material storage houses, finished product warehouse, pulp washing and screening workshop, paper glue workshop, boiler house, black liquor distillation and incineration workshop, raw material yard, wastewater treatment system; Office building, canteen, transformer station, guest house, internal road system, trees.

By May 2010, the Factory was put into trial operation, but due to the machinery line not operating synchronously, the wastewater treatment system did not meet the technical requirements on waste discharge according to state regulations, on February 24, 2012, the People's Committee of Con Cuong district issued Official Dispatch No. 213/UBND -TNMT requesting Tan Hong Pulp Factory to stop operating.

The legal representative of Tan Hong Import-Export Joint Stock Company, Mr. Trinh Khanh Hong, Chairman of the Board of Directors (shareholder holding 99.9% of the Company's shares), has been prosecuted and detained. At the T16 detention camp of the Ministry of Public Security, Mr. Trinh Khanh Hong authorized Ms. Pham Thi Thuy to hold the position of General Director of Tan Hong Import-Export Joint Stock Company to manage the activities of Tan Hong Import-Export Joint Stock Company.

According to Ms. Pham Thi Thuy's explanation, Tan Hong Import-Export Joint Stock Company still owes the State about 80 billion VND in taxes.

Speaking at the working session, Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee hoped that the Government Inspectorate's working delegation would coordinate with the province to find solutions for the factory, the province and the people.

After listening to Nghe An province's report, the Government Inspectorate's working group announced Decision No. 1216/2017 of the Government Inspector General on inspecting the Tan Hong Paper Factory project and arranged a schedule for on-site inspection.
