Large-scale land inspection nationwide

The Prime Minister has just signed and approved the Project to strengthen handling of violations in land management and use for the period up to 2020.

The general objective of the Project is to enhance the detection and resolute handling of violations in land management and use in order to rectify and strengthen state management of land; contribute to improving the effectiveness of land law, preventing and limiting violations of land law nationwide.

The project will be implemented nationwide from January 2016 to December 2020.

Accordingly, the inspection subjects include:

- People's Committees at district and commune levels in land management; focusing on the management of district-level land use planning and plans; land allocation, land lease, land use purpose conversion; land registration, granting of land use right certificates, house ownership rights and other assets attached to land to households and individuals; and timely detection, prevention and handling of violations of land laws by land users;

- People's Committees at all levels and specialized agencies under their management on land, finance, tax, and construction at all levels in implementing administrative procedures on land; management of rice-growing land and land management in industrial parks, industrial clusters, economic zones, and production and business establishments outside industrial parks;

- Organizations using land in industrial parks, industrial clusters, economic zones; production and business establishments outside industrial parks showing signs of violating land laws.

30 provinces and cities nationwide will be inspected for land from 2016 to 2020.

According to the plan in the Project,2016,will focus on inspecting law enforcement in land management of People's Committees at district and commune levels nationwide.

The Ministry of Natural Resources and Environment will directly preside over the inspection in 6 provinces representing the regions (including Phu Tho, Ha Tinh, Khanh Hoa, Lam Dong, Binh Phuoc and An Giang; in which each province will inspect 1 district-level unit and 2 commune-level units.

2017:Focus on inspecting the implementation of land administrative procedures at all levels. The Ministry of Natural Resources and Environment directly presides over the inspection in 6 representative provinces and cities (including Vinh Phuc, Hanoi, Thanh Hoa, Gia Lai, Ba Ria - Vung Tau and Ben Tre).

2018:Focus on inspecting land management and use in industrial parks, industrial clusters, and economic zones.

The Ministry of Natural Resources and Environment directly presides over the inspection in 6 provinces and cities (including Thai Nguyen, Bac Ninh, Binh Dinh, Dong Nai, Ho Chi Minh City and Can Tho; in which each province and city inspects 3 industrial parks, industrial clusters and economic zones with signs of violations).

2019:Focus on inspecting land management and use at production and business establishments outside industrial zones. Inspecting 6 provinces including Bac Giang, Hai Duong, Ha Nam, Nghe An, Binh Duong and Tay Ninh; each province inspects 6 production and business establishments outside industrial zones that show signs of violating land laws.

The provincial People's Committee organized inspections of 20 production and business establishments showing signs of violating land laws and compiled and reported the results to the Ministry of Natural Resources and Environment.

2020:Focus on inspecting compliance with land laws in the management and use of rice-growing land; conduct inspections in 6 provinces and centrally-run cities (including Hung Yen, Thai Binh, Ninh Binh, Quang Ngai, Long An and Hau Giang).

The total cost of implementing the Project is estimated at about 49,850 million VND.
