Decree 16/2020 detailing a number of articles and implementing the Law on Nationality, effective from March 20, stipulates that people applying for Vietnamese nationality without having to renounce their foreign nationality must meet 5 conditions.
Firstly, the applicant must be able to listen, speak, read and write in Vietnamese in a language suitable to the living and working environment of the applicant for Vietnamese nationality; the applicant must have made special contributions to the cause of national construction and defense, and obtaining nationality while retaining foreign nationality is beneficial to Vietnam.
In addition, the person's request to retain foreign nationality when acquiring Vietnamese nationality is in accordance with the relevant foreign laws; the renunciation of foreign nationality results in the person's rights abroad being affected; foreign nationality must not be used to harm the legitimate rights and interests of agencies, organizations and individuals; or to infringe upon the security, national interests, social order and safety of Vietnam.

Decree 19/2020, effective from March 31, regulates inspection and disciplinary action in the enforcement of laws on handling administrative violations, and for the first time provides specific disciplinary levels for violations by officials and civil servants.
Accordingly, this Decree stipulates the form of forced dismissal for officials and civil servants with the authority to make decisions on administrative sanctions (such as traffic inspectors, market managers)... when they commit the following acts: Retaining a violation case with signs of crime to handle administrative violations; falsifying or distorting administrative violation handling records, records of applying administrative handling measures; opposing or obstructing people performing inspection duties, threatening or repressing people providing information and documents to inspection agencies and inspection teams, causing difficulties for inspection activities;
Officials and civil servants who abuse their positions and powers to harass, demand, or receive money or property from violators; condone, cover up, or restrict the rights of administrative violators when handling administrative violations... will also be forced to resign.

Circular 01/2020 of the Ministry of Education and Training guiding the selection of textbooks in general education institutions, effective from March 15, for the first time stipulates that schools from primary to high school are allowed to choose textbooks from the list of textbooks approved by the Minister of Education and Training.
Each subject and educational activity in each grade chooses a textbook.
The Circular stipulates that representatives of the parents' committee are allowed to participate in the Textbook Selection Council. This council of schools includes the principal or vice principal, heads of professional groups, representatives of teachers teaching subjects...
The Circular also stipulates that heads of general education institutions must publicly announce the list of textbooks used in general education institutions and post them at the institution at least 4 months before the start of the new school year.
