So how will the Anti-Corruption Department clarify the fact that the Yen Bai provincial authorities signed many decisions to convert 13,000 m2 of forest land into residential land of Mr. Pham Sy Quy's family within just 1 day?

Mr. Pham Trong Dat: One of the contents that needs to be clarified is the inspection of land management, construction permit issuance and construction management according to the permit of Yen Bai Provincial People's Committee for this land plot related to Ms. Hoang Thi Hue and Mr. Pham Sy Quy.

The second task is to inspect the compliance with the law and prevent corruption for those who are obliged to declare assets related to land plots in Minh Tan ward, Yen Bai city, Yen Bai province. These are the two main contents mentioned by public opinion and the press.

The fact that 6 construction permits were issued in one day is well-founded, although there is no conclusion yet. This is also a content in licensing and land management, and needs to be clarified. Most importantly, from what date was the application submitted according to regulations? The inspector will clarify this.

In principle, does Mr. Pham Sy Quy have to declare this asset in the 2016 asset and income declaration of officials, civil servants and public employees? What if Mr. Quy does not declare it, sir?

Mr. Pham Trong Dat: This is the content of compliance with the law on anti-corruption for those who are obliged to declare related to land plots. This is the content that needs to be inspected according to the plan approved by the Government Inspector General.

Mr. Pham Sy Quy is a civil servant, and Ms. Hoang Thi Hue is not a civil servant, but according to the law, the wife of the subject must declare, and the minor child of the subject must declare, then the assets must be declared in the declaration of that official. That means, Mr. Quy will have to declare his wife's assets according to the law. If there is an increase or decrease every year, there are specific regulations, all must be declared. If the declaration is not complete, it is a dishonest declaration; if the declaration is not complete, it is a dishonest declaration, this will be handled according to the law.

In particular, according to the Government's Circular, the Government's Decree, the Government Inspectorate, and recently, Directive 33 of the Politburo, party committees at all levels are responsible for declaring and handling asset declarations... If the declaration is not truthful, it must be handled according to the levels prescribed by law. Mr. Pham Sy Quy is an official under the management of the provincial party committee. After the public conclusion is correct, propose a form of handling and respond to public opinion. This is the principle that must be followed.

PV:It is known that Mr. Pham Sy Quy is the younger brother of Ms. Pham Thi Thanh Tra, member of the Party Central Committee, Secretary of Yen Bai Provincial Party Committee. So when inspecting Mr. Quy's family assets, did the inspection team face much pressure, sir?

Mr. Pham Trong Dat: Yen Bai province proactively requested the Government Inspectorate to help. Even if the province did the right thing, public opinion has the right to doubt its objectivity, transparency or pressure... In this case, the Government Inspector General decided to assign the Anti-Corruption Department to directly handle it. I think this decision is reasonable. After the inspection conclusion is available, we will respond to public opinion.

Since the announcement of the inspection decision, the authorities of Yen Bai province have created favorable conditions for the inspection team to complete their tasks without any pressure. Because this is done according to the law that public opinion and people are demanding, there is no impact. As the Director of the Anti-Corruption Department, directly doing it, there is no pressure or opinion that can interfere. The implementation is aimed at transparency, objectivity, to answer public opinion. At the same time, if there are violations, the officials must be seriously handled, in accordance with the law, in accordance with the direction of the Party and the State.

For now, there is no pressure, and even if there was pressure, it would not be pressure on me because we act according to the law and are responsible to the Party and the State.
