Inspect the responsibility of the Minister of Health

Deputy Inspector General of the Government Dang Cong Huan said that today he announced the Decision to conduct an inspection according to the plan approved by the Prime Minister to inspect the responsibility of the Minister of Health related to the implementation of Decree 43 on financial autonomy and staffing; Project 125 of 3 hospitals.

This morning, the Government Inspectorate announced the decision to inspect the responsibility of the Ministry of Health and its affiliated and related units in implementing the autonomy regulations according to Decree 43/2006/ND-CP, Decree 16/2005/ND-CP of the Government; the management of investment in the construction of two key hospitals according to Project 125: Ho Chi Minh City Children's Hospital, Hospital 175 of the Ministry of National Defense (Institute of Trauma and Orthopedics).

Accordingly, the inspection period is from 2013 to 2016, when necessary, it can be considered before or after this period. The inspection period is 70 actual working days (excluding weekends and holidays) from the date of announcement of the inspection decision.

The list of inspection units includes: Can Tho Central Hospital, Hanoi Medical University, Ho Chi Minh City University of Medicine and Pharmacy, Can Tho University of Medicine and Pharmacy and Ho Chi Minh City Department of Health.

According to Deputy Inspector General of the Government Dang Cong Huan, the Government Inspectorate received the Inspection Decision in advance and after discussion, agreed to assign the two hospitals to the two ministries. The Government Inspectorate will only handle the Children's Hospital, while the two ministries will handle the hospitals of the Ministry of National Defense and the Ministry of Construction.

The Deputy Inspector General of the Government requested the inspected subjects and members of the inspection team to perform a number of tasks.

Specifically, the Ministry of Health directed its subordinates to review the requirements set forth by the inspection team as well as the purpose of the inspection plan to proactively provide documents and records as requested by the inspection team in a timely and complete manner, ensuring the 70-day deadline.

At the same time, assign a focal person to help coordinate the inspection team's work and contact affiliated units.

Through inspection work, during and after the inspection, through practical leadership and management, the Ministry will review any legal inconsistencies and difficulties in the implementation process to make recommendations to the delegation and the Government for adjustment.

"For the inspection team, I request the team leader and members to strictly comply with statements and confidentiality, carry out the tasks of the inspection team, and strictly implement the inspection plan," Mr. Huan emphasized.

The Deputy Inspector General also noted that if any additional issues are discovered during the inspection, they should report and request additional information. “The documents and content during the inspection process will only be communicated by the team leader and reported to the inspection leader. Do not make any statements without the request of the inspection leader,” said Mr. Huan.

The Deputy Inspector General also said that this was a planned inspection, not an ad hoc one. He hoped that the inspection team and the leaders of the ministry, departments, and affiliated units would coordinate well.

Mr. Huan also explained the reason why the inspection decision was not announced as planned last week because of the sudden inspection requested by the Prime Minister.

Deputy Minister of Health Truong Quoc Cuong acknowledged the opinions of the inspection team. “The leaders of the Ministry of Health will closely coordinate with the inspection team, review and collect documents to provide to the team. We will provide the team with a contact point to contact and respond to all requests made by the team,” Mr. Cuong said.

Regarding the Prime Minister's direction to inspect the licensing of VN Pharma company, speaking to the press, a delegation leader said that the Government Inspectorate will conduct a separate inspection.
