At the scene at 4pm on March 12, a group of workers were dismantling the wall on the top floor of the villa. Due to concerns about accidents when materials, bricks and stones fell down, a fence was erected to prevent anyone from entering.
The villa, coded BT1, is 5 stories high and located in Phung Khoang urban area, Trung Van ward, Nam Tu Liem district, Hanoi. The house owner is Mrs. Nguyen Thi Bich Hong (Mr. Hoa's wife).

Previously, at the end of December 2017, Trung Van ward organized an inspection team led by Mr. Dang Quoc Hung - Vice Chairman of the Ward People's Committee - to inspect Mr. Hoa's villa project.
Accordingly, the delegation determined that the violation of the above construction was the construction of 3 additional decorative walls as flower trellises on the playground of the 5th floor, 2.7m high and 18m long.
The inspection team of Trung Van ward requested the project investor to dismantle the illegally built part and restore it to its original architectural state within 15 days. In case of failure to dismantle it, it will be forced to be demolished according to regulations.

Talk toTuoi Tre OnlineMr. Pham Van Duc - captain of the construction inspection team of Nam Tu Liem district - said that the demolition was done by Mr. Hoa's family and the construction contractor themselves, not by forced demolition by the authorities.
"Previously, the construction inspection force discovered the violation and asked the family to fix it. The family submitted a request to fix it themselves after 15 days, so today the authorities only monitored the implementation and did not enforce it," Mr. Duc informed.
According to investigation, not only was the villa owner forced to dismantle the top part, in the past few days, the carpentry groups have also pressured the villa owner to dismantle the installed wooden doors.
The reason for the group of workers is that the homeowner has not paid the cost of purchasing and installing the woodwork for the workers. However, due to fear of security complications, the authorities are temporarily stopping this behavior before the disputes between the two sides are resolved.
Violating the planning
According to private sourcesTuoi Tre Online,The above construction violated not only because it built a wall above the top floor as the People's Committee of Trung Van ward inspected and made a record.
The villa of the former police general also violated planning regulations. Accordingly, the entire attic was "magically transformed" into a residential floor, along with a number of other violations...
"Currently, the district's functional forces are gradually reviewing to thoroughly handle all violations," the source said.
