Removing obstacles to enable fishermen to access preferential credit sources.

(Baonghean.vn) - Continuing their work program in Dien Chau district, on the afternoon of March 25th, the National Assembly Standing Committee's Monitoring Delegation, led by Mr. Nguyen Duc Hien - Member of the National Assembly Standing Committee and Head of the National Assembly's Committee on Citizen Petitions, conducted a survey of the actual production and living conditions of fishermen in Dien Ngoc commune, Dien Chau district. Accompanying the delegation were representatives from the Office of the National Assembly Delegation and the Provincial People's Council, the Fisheries Resource Protection Sub-Department, the Department of Agriculture and Rural Development, and leaders of Dien Chau district.

In Dien Ngoc commune, the monitoring team received a report from local leaders on the socio-economic situation of the locality, and fishermen shared their experiences in production and the lives of those directly involved in fishing at sea. Generally, in recent years, Dien Ngoc fishermen have expanded their fishing grounds, increased engine power to venture further offshore, and significantly improved the quality and value of their products. People's lives have improved, and many service industries have developed accordingly. The commune currently has over 400 vessels, including nearly 50 ships with a capacity of 90 horsepower, with an annual catch of nearly 14,000 tons. These facilities meet the needs for repairing, modifying, and upgrading fishing vessels to facilitate the transition from inshore to offshore fishing. There are 9 ship repair and construction facilities in Dien Ngoc commune. On average, these facilities have built 26 new boats and repaired hundreds of others each year, creating jobs and stable income for hundreds of local and neighboring workers. The average income for fishermen is 6-7 million VND per person per month.

Besides the achievements, there are also difficulties such as fishermen having difficulty accessing capital to invest in larger boats with powerful engines for offshore fishing; currently, there are 250 small boats with a capacity of 72 horsepower or less, and the boats are old and outdated, making fishing very difficult; the local conditions are characterized by limited land and population, and the transportation infrastructure for product distribution is restricted, especially the small, winding road to Lach Van fishing port, making it very difficult for container trucks to enter and exit to pick up goods.

Speaking at the meeting, Comrade Nguyen Duc Hien highly appreciated the efforts of the Dien Ngoc commune government in directing and managing economic development and improving the lives of the people in general, and fishermen in particular. He also requested the local Party committee and government to pay attention to fisheries planning in conjunction with residential planning; to direct and encourage people to change fishing models, increase engine capacity to venture further offshore; to establish fishing teams in the same fishing grounds to exchange experiences and support each other in case of accidents; to develop logistics services for offshore fishing vessels, improve fishing techniques and maritime knowledge, and strictly comply with the regulations of the law of the sea; and to pay attention to protecting the marine ecological environment…

The delegation noted and compiled the suggestions and proposals from localities and people regarding the upgrading and dredging of the Lach Van estuary, the conditions and procedures for borrowing capital to build new ships, and the renovation of existing ships, and submitted them to the Standing Committee of the National Assembly for consideration and resolution by the Government, in order to create the best conditions for people to access preferential credit sources.

The inspection team presented gifts to impoverished fishermen.

On this occasion, the monitoring team presented 20 gifts to disadvantaged fishermen in the area, each worth 500,000 VND.
