Explaining issues related to the education sector, delegate Nguyen Thi Kim Chi answered a number of questions related to resolving surplus teachers and the recent school violence in the province.

Regarding the issue of surplus teachers, delegate Nguyen Thi Kim Chi said that the Department of Education and Training as well as departments and branches have considered finding solutions, and the implementation has been publicly posted on mass media and at provincial People's Council meetings. However, it has not been able to solve the problem completely. Delegate Kim Chi clearly stated: "This is just a solution, even a temporary solution, and as a temporary solution, there are pros and cons. But at this time, this is the most reasonable solution."

Recently, the Department of Education and Training and related departments and agencies have advised on adding 2,500 quotas to help solve the surplus of teachers in primary and secondary schools in the context of a shortage of teachers at the preschool level, while primary and secondary school teachers will not increase their staff in the coming years according to the Government's policy of streamlining staff. Therefore, there is currently a local shortage, mainly of teachers teaching music, English, and IT, but not of teachers teaching Literature and Math.

Therefore, if the problem of surplus teachers at this time in primary and secondary schools is not resolved, there are only two options: terminate the contract or continue as has been done.

If the contract is terminated, it will cause disadvantages for teachers, especially those who have been on contract for more than 10 years, causing insecurity in society. Although this is the right way to do it, and some other localities in the country have done it. Delegate Nguyen Thi Kim Chi also said that for special cases such as being too old (over 45 years old) or male teachers, the Department will have advice on more reasonable job arrangements.

Explaining the cause of the increase in school violence, delegate Kim Chi said it was due to the negative side of the market mechanism. Through inspections by the industry and the department, it was found that the subjects participating in fights were often children who had shown signs of individuality, had skipped school many times, or had even stopped attending school. Families, teachers, and homeroom teachers had also repeatedly educated, advised, and reminded them, but to no avail. Another reason was that these children often had special family circumstances where they were not regularly educated, their parents worked far away, or they had no parents, and lived with grandparents, so family management and care were lax.

In 24 hours a day, the school can only closely monitor students for 6 hours in class, the remaining 18 hours depend on the community and society. Therefore, in addition to the responsibility of the education sector, delegate Kim Chi said that there needs to be "joint efforts and solidarity of families, schools, society and authorities to coordinate, train and educate students, if there are any violations, they must be strictly handled".

Regarding this issue, delegate Cao Thi Hien - Vice Chairwoman of the Provincial People's Council also expressed her opinion that violence is really an alarming situation, requiring the participation of many levels and sectors, the responsibility of schools, families, society, especially the education and culture sectors.

Responding to the role and responsibility of the Department of Culture, Sports and Tourism on the issue of school violence, delegate Nguyen Manh Cuong - Deputy Director of the Department of Culture, Sports and Tourism said: School violence is a pressing issue of society. The solutions to limit and prevent this problem have been published in the media and there are many answers to the question of who is responsible.

The Department of Culture, Sports and Tourism has recognized its responsibility. Therefore, the Department will strengthen coordination with the Department of Education to promote the movement of building cultural families in localities; building friendly schools and active students.

However, delegate Cuong also said that the implementation of friendly schools and active students was initially implemented well and effectively, but is now showing a declining trend. Therefore, it is recommended that the Department of Education and Training should consult again on the coordination program between sectors on building a set of educational rules and moral awareness for students to implement together. In addition, related factors such as coordination between families, schools, and society also need to be considered and paid attention to. Special attention should be paid to limiting the impacts of social networks, enhancing life skills education, cultural behavior for students, etc.
