This program is implemented according to Plan No. 1032/KHPH dated December 5, 2012, between the Provincial Youth Union and Prison No. 3 on "Educating young inmates and helping them reintegrate into the community in the period 2011-2015". The program aims to mobilize resources from Youth Unions at all levels and society to actively participate in the education of inmates in general and young inmates in particular, helping them to study, reform, and have a stable life after serving their sentences, contributing to reducing the rate of recidivism and law violations, and becoming honest and useful members of society.

Currently, Prison No. 3 houses over 2,300 young inmates out of a total of more than 2,500. The prison is predominantly male, with the majority serving long sentences and lacking stable employment before their imprisonment. Therefore, programs like "Lighting Up Dreams for a Brighter Tomorrow" serve as a bridge connecting political and social organizations and businesses, creating opportunities for employment after serving their sentences. This also provides a chance for those who have made mistakes to regain hope and become useful members of their families and society upon reintegration. Furthermore, the theme "Understanding the Constitution and Laws" is a practical initiative aimed at equipping them with basic knowledge of the Constitution and laws to help them reintegrate into society without falling back into crime.

In the coordinated plan, Prison No. 3, in addition to managing and rehabilitating inmates, will also organize vocational training for them in basic skills such as carpentry, sewing, blacksmithing, and making artificial eyelashes. Meanwhile, the Youth Union will strengthen educational work; organize career guidance and vocational training activities for young inmates; provide career support and vocational training; and recruit those with good rehabilitation progress and suitable skills to work in businesses to establish their lives. The goal is for the majority of young inmates to find employment and have stable lives in their localities after serving their sentences. Based on actual conditions each year, the two units will coordinate to organize 2 to 3 activities during major holidays or other appropriate times.
The competition consisted of five parts: a greeting competition, a multiple-choice test, a theoretical test, a propaganda skit competition, and an audience participation section. The inmates prepared meticulously and seriously for each part of the competition. In particular, the propaganda skit competition was well-staged, with scripts and content closely related to current events, and the performances effectively conveyed the theme, evoking emotion and empathy. Throughout the competition and the welcoming performances, the issue of the sea and islands was consistently addressed, with the inmates clearly expressing their unwavering loyalty to the homeland and their desire for rehabilitation and good behavior to return to their lives and families.
