Changes to postal service rates must be notified in writing.
(Baonghean) - This is one of the main provisions stipulated in Circular No. 02/2012/TT-BTTTT dated March 15, 2012, of the Ministry of Information and Communications, which details the provision and use of postal services.
Specifically, from May 1, 2012, any changes to existing postal service rates and newly arising postal service rates must be notified in writing (using the prescribed form) by postal service providers to the competent state agency that issued the postal license, or to the postal operation confirmation document, within 30 days from the effective date of the new rates.
According to this Circular, users of postal services may be reimbursed for the service fees collected by the postal service provider. However, this service fee does not include taxes, fees, and charges already paid to competent State agencies.
This Circular takes effect from May 1, 2012.
