Recently, the Ministry of Transport issued Circular 45/2017/TT-BGTVT amending Circular 01/2016/TT-BGTVT detailing the Aviation Security Program and quality control of Vietnam's aviation security.

According to the circular, from January 15, 2018, passengers with Vietnamese nationality from 14 years old and above must present one of the following documents when checking in for a flight: Passport or travel document, separate visa, permanent residence card, temporary residence card, identity card, citizen identification card; Identification card, certificate of the armed forces; National Assembly delegate card; National Civil Aviation Security Committee card. With this regulation, party membership cards, journalist cards; car and motorbike driving licenses; airport security control cards; identification cards of Vietnamese airlines cannot be used to check in for domestic flights.

Immediately after Circular 45 was announced, it received many negative opinions. On the afternoon of November 27, responding to Thanh Nien, Mr. Dinh Viet Son, Deputy Director of the Civil Aviation Authority - the unit in charge of drafting the revised Circular 45, said that journalist cards, party membership cards, and valid driver's licenses with photos can still be used as identification documents for passengers over 14 years old.

The omission of these documents in the revised Circular 45 is due to errors in the drafting process, typos, and missing copies from the old circular. The Department is asking the Ministry to correct them and will review and review with relevant officials. “The Civil Aviation Authority will issue a document “admitting its mistake” to the Ministry of Transport.

In Circular 45, the Civil Aviation Authority only proposed not to use the industry's internal security control card when checking in for flights, other documents are still allowed to be used when checking in," said Mr. Son.

Deputy Minister of Transport Nguyen Ngoc Dong also affirmed that this was a "mistake in the document preparation process of the relevant units, the Department of Transport and the Civil Aviation Authority".

Therefore, the Ministry of Transport is requesting two units, the Civil Aviation Authority and the Transport Department, to make corrections to Circular 45, and will take disciplinary action against the individuals involved due to the non-standard document drafting process and failure to comply with regulations.

However, many opinions said that citing a “typo” is unreasonable. Lawyer Nguyen Van Hau, Vice President of the Ho Chi Minh City Bar Association, raised the issue: It is difficult to say that there was a typo because the document was uploaded to the Ministry of Transport’s electronic information portal and forwarded to the Ministry of Justice’s information page. If public opinion does not react, this circular will officially take effect from January 15, 2018.
