According to Circular 24 of the Ministry of Public Security, the process of changing ownership after August 15 adds a mandatory step, which is the procedure of revoking the license plate and registering the vehicle. In addition, because the license plate is issued according to the vehicle owner, the process of changing ownership has some additional procedures and costs.

If before August 15, the license plate revocation procedure and vehicle registration only applied to the case of transferring ownership to another region, now when identifying the license plate, the old license plate belongs to the seller of the vehicle. Therefore, when buying a used vehicle, the buyer needs to request the seller to carry out the license plate revocation procedure.
If previously, when making a transaction, the seller only had to hand over all legal documents of the vehicle, now the buyer must also hand over the license plate registration revocation certificate.
Thus, when wanting to sell a car, the seller will have to go directly to the vehicle registration office to do the license plate revocation procedure or notarize a power of attorney for the buyer to do this procedure.
Therefore, when buying a used car, the buyer also needs to pay attention to documents such as: Certificate of license plate registration revocation, notarized sales contract and 3 sets of chassis and engine numbers in case of transferring the vehicle name in the same province (city). In case of transferring the name to another locality, all procedures are similar to before, nothing has changed.
Also after the official license plate identification date, the license plate issuance fee for first-time vehicle registration or name change registration remains the same, with only changes for name changes within the same province.
Previously, if the buyer of a used car only had to pay the fee for re-issuing the vehicle registration, after identifying the license plate, because the buyer cannot use the license plate of the purchased car, he will have to pay an additional fee for issuing a new license plate, the fee is 150,000 VND.
