Add quality conditions to imported cars

Specifically, for unused cars, Circular 03 still maintains the condition that worries some car importers the most, which is a copy of the certificate of imported car type issued by a competent foreign authority as stipulated in Decree 116.

However, Circular 03 has additional regulations on type certification of components for unused automobiles imported into Vietnam.

Accordingly, the registration file for inspection of imported, unused vehicles must include a copy of the type certificate of the tire, rearview mirror, front lights, and glass components, issued by a competent authority or organization.

It is known that the addition of type certificates for the above components is to ensure fairness with domestically produced vehicles when they have to undergo quality and standard inspection of the above components. This is also to ensure the origin and quality of the components that the imported vehicle manufacturer is provided by its partners.

According to Circular 03, "Foreign competent agencies and organizations" are understood to be agencies and organizations under the provisions of law that are approved, recognized, and acknowledged by foreign countries with the function of issuing: automobile type quality certificates; documents on the results of assessing the quality assurance conditions of foreign automobile manufacturing and assembling enterprises for factories producing imported automobile types; circulation registration certificates or other types of documents with equivalent legal value.

Regarding the quality certificate of imported automobile types that the Vietnam Automobile Manufacturers Association - VAMA - said does not exist in many countries, the circular explains that it is: a Certificate of technical safety quality and environmental protection for automobile types or includes a certificate of technical safety quality for automobile types and a certificate of environmental protection for automobile types or engine types.

For imported unused cars, Circular 03 stipulates that each imported car batch must be inspected by the quality management agency according to regulations. The representative car model of each imported car type must be inspected and tested for emissions and technical safety quality according to specific regulations.

For used cars, the circular stipulates that each vehicle must be inspected for technical safety and environmental protection quality according to regulations.
