More preschool children are exempted from tuition fees

Many children in disadvantaged areas are exempted from tuition fees and receive lunch support.

Accordingly, Decree No. 145/2018/ND-CP adds the following subjects exempted from tuition fees: 5-year-old children studying in kindergarten in areas with especially difficult socio-economic conditions, with parents or a father or mother or a caregiver, or children residing in communes or villages with special difficulties in ethnic minority and mountainous areas, especially difficult communes in coastal and island areas according to regulations of the Prime Minister and competent authorities.

Parents or caregivers of 5-year-old preschool children who are entitled to the tuition exemption policy as prescribed above must submit an Application for tuition exemption according to the form attached to Decree No. 145/2018/ND-CP and the documents as prescribed in Point a, Clause 1, Article 5 of Decree No. 06/2018/ND-CP dated January 5, 2018 of the Government regulating the lunch support policy for preschool children and policies for preschool teachers.

The Decree clearly states that in the case of 5-year-old preschool children who are entitled to the tuition exemption policy as prescribed in this Decree and are also eligible for the lunch support policy as prescribed in Clause 1, Article 3 of Decree No. 06/2018/ND-CP, parents or caregivers of the children only have to submit an additional Application for Tuition Exemption.

The procedures for reviewing applications, paying and providing tuition fee exemptions are implemented according to the regulations for subjects exempted from tuition fees as prescribed in Article 7 of Decree No. 86/2015/ND-CP. Decree No. 145/2018/ND-CP takes effect from December 1, 2018.

The tuition exemption policy for 5-year-old kindergarten children as prescribed above will be implemented from the 2018-2019 school year (from September 1, 2018).
