Another commune chairman added a 'strange' comment to a citizen's resume

Two recent stories about commune leaders' comments on people's personal records have raised public concerns about the understanding of law enforcement, fairness, qualifications and thinking of commune-level officials.
The first incident was when the Vice Chairman of the People's Committee of An Binh Commune (Nam Sach District, Hai Duong Province) - Mr. Truong Phuc Thuc calmly wrote "Myself and my family have not complied with local regulations" in the resume of female graduate Nguyen Thi Quyen (23 years old) because her family had not paid for road construction.
The second incident occurred right in Hanoi when Mr. Nguyen Dang Huan - Chairman of the People's Committee of Duyen Ha Commune (Thanh Tri District, Hanoi City) - signed a confirmation stating: "I and my family have not complied with the Party's policies and guidelines, the State's laws, and local regulations" on the resume of new student Ngo Viet A. residing in Duyen Ha Commune, just because A.'s family had not paid for the new rural construction including road construction and lighting electricity.
The two cases above, after causing a public "storm", had happy endings when the leaders of the above communes admitted their shortcomings and corrected them by writing comments on the personal records of the citizens who had been wrongly commented on.

In addition to the two incidents above, few people know that, in Tan Hung commune (Hai Duong city, Hai Duong province), for a long time, Mr. Vu Van Sem (Cuong Xa village, Tan Hung commune) was extremely upset about the fact that the Chairman of Tan Hung commune People's Committee, Mr. Nguyen Van Gioi, had written a series of comments on the file of Mr. Vu Van Doan (born in 1990, Mr. Sem's son) to work abroad in Taiwan: "Mr. Vu Van Sem's family has not complied with local regulations".
According to the documents provided by Mr. Vu Van Sem, Mr. Vu Van Doan's "Temporary Labor in Taiwan" file includes a resume, a guarantee commitment application, and a voluntary application to work in Taiwan. In the confirmation section of the local government on the above documents, Mr. Nguyen Van Gioi, Chairman of Tan Hung Commune People's Committee, wrote the same content: "Tan Hung Commune People's Committee confirms that Mr. Vu Van Sem's family has not complied with local regulations".

Mr. Vu Van Sem indignantly said that the confirmation content that Chairman of Tan Hung Commune People's Committee Nguyen Canh Gioi wrote in his son's temporary labor application to Taiwan affected the citizen's legitimate rights and interests, causing disadvantages for citizens when using the resume.
“At that time, I also went to work with the Chairman of Tan Hung Commune People's Committee, but he still affirmed that such a comment was legal. My family contributed all the money according to the policies of the Party and the State.
However, recently, the locality has a policy of taking land, including the land area that my family is cultivating, to expand the city's people's cemetery, but I and many households do not agree to receive money because of concerns about environmental pollution from this project. I and some households have submitted a petition and denunciation from the locality to the Central Government requesting consideration of the above project. I think for that reason, the Chairman of Tan Hung Commune People's Committee approved it like that," said Mr. Vu Van Sem.
“Even after that, my son was still allowed to work abroad. However, he was still affected by the local authorities’ comments on his personal record. In the petition, I also requested an immediate end to the illegal actions of Mr. Nguyen Van Gioi, Chairman of Tan Hung Commune People’s Committee, such as the comments on my son’s record, as well as those who stood up to denounce him locally,” Mr. Vu Van Sem added.
"If you have not complied, I confirm that you have not complied."
To verify Mr. Vu Van Sem's reflections, PV Kien Thuc had a meeting with Mr. Nguyen Van Gioi, Chairman of Tan Hung Commune People's Committee - the person who directly signed and approved a series of documents in Mr. Vu Van Doan's application for temporary labor in Taiwan. The Chairman of Tan Hung Commune People's Committee confirmed that he was the person who signed and approved the above documents.
Answering the reporter's question about whether the signing of the records and personal history of citizen Vu Van Doan was directed by the higher-ups or whether the Chairman of Tan Hung Commune People's Committee arbitrarily wrote those comments, Mr. Nguyen Van Gioi said: "Mr. Vu Van Xem's family has not yet submitted all the products of the village and commune. Moreover, he has not complied with the Party and State's policies. Specifically, Mr. Sem's family has not yet received the land clearance money for the project to expand the city cemetery. Because his family has not complied, I confirm that he has not complied."
