"Immigration, even for the president, is not a one-man affair," the 9th Circuit Court of Appeals in San Francisco, California, ruled on June 12, according to AFP. "The president, by issuing this executive order, exceeded the authority granted to him by Congress."

However, the 9th Circuit Court said the Trump administration has the right to review the screening process for people coming to the US.

President Trump signed a revised travel ban in March after his initial order in January faced strong opposition. The revised order temporarily banned refugees and citizens of six Muslim-majority countries, including Iran, Syria, Sudan, Libya, Somalia and Yemen, from entering the United States.

The 9th Circuit is considering a lawsuit challenging the revised order, which involves the Trump administration and the state of Hawaii. Hawaii federal judge Derrick Watson also ruled in March to block President Trump's order.

The 9th Circuit Court's ruling came shortly after the 4th Circuit Court of Appeals in Virginia on May 22 upheld a Maryland judge's decision to block the revised travel ban.

The Trump administration on June 1 asked the Supreme Court to overturn the rulings from Hawaii and Maryland and restore the order.
