Dozens of violations a day

Typically, at 5:00 p.m. on April 1, at Km 418 National Highway 1A, the working group of Dien Chau Traffic Police Station inspected a truck with license plate 37C - 366.XX driven by driver VVT, which showed signs of being overloaded. Through inspection, the authorities determined that the vehicle exceeded the permitted load by 22.4%. As a result, the VVT driver was fined VND 900,000 for the above violation according to Point a, Clause 2, Article 24 of Decree 100/2019/ND-CP, and the vehicle owner was fined VND 3 million and had his badge revoked for 2 months.
Next, at 10:00 p.m., at Km 400+800 National Highway 1A, a Cuu Long brand truck with license plate 37H - 008.XX showing signs of carrying oversized cargo was asked to stop by the authorities for inspection. Through actual inspection, although this vehicle was only allowed to be loaded with a maximum height of 2,420 mm, it was loaded with an excess of 2,880 mm. Accordingly, the NCV driver residing in Phuc Son commune, Anh Son district - the driver of the above vehicle was fined by the authorities according to Point b, Clause 4, Article 24 of Decree 100/2019/ND-CP, with a fine of 2.5 million VND, having his driving license suspended for 2 months, and the vehicle owner was also fined 5 million VND.

Also during the implementation of the special topic of patrolling, controlling and handling violations of transporting overloaded goods, exceeding the limit of size, and illegally modifying vehicles this time, Traffic Police Team No. 1, under the Provincial Police Traffic Police Department, before implementing the topic, also focused on promoting propaganda work, organizing for truck freight transport business owners on the route to sign a commitment to strictly comply with the provisions of the law on vehicle load, voluntarily cutting off the sides and self-modified vehicle bodies. According to statistics from the Traffic Police Department (Nghe An Provincial Police): In the first 3 days of implementing the patrol, control and handling of violations of overloading, oversized cargo, and unauthorized vehicle modifications, the force has recorded and handled 27 cases, includingoversized11, overload 16.
Proactively detect and prevent
In fact, the strengthening of patrols, traffic control, vehicle load control and thorough handling of oversized and overloaded violations, contributing to the protection of road traffic works and traffic safety and order, is regularly deployed by functional forces in the province.
Most recently, before the Traffic Police Department deployed a special patrol to control and handle violations of transporting overloaded and oversized goods, and unauthorized vehicle modifications from April 1, the Provincial Police issued Plan 58/KH-CAT-PC08-PV01 dated February 25, 2021 on patrolling, controlling and handling vehicles violating the law on transporting goods exceeding the permitted weight in Nghe An province from March 1, 2021 to December 31, 2021.
The subjects of focus are vehicles carrying goods exceeding the permitted tonnage stated in the Certificate of technical safety and environmental protection inspection, road bridge tonnage, and vehicles carrying oversized and overweight goods that do not comply with safety regulations in the vehicle circulation license. Accordingly, from March 1 to March 31, 2021 alone, 96 cases of overloading, 98 cases of oversize, and 10 cases of unauthorized conversion into a box were detected.
According to the assessment of the authorities, through patrolling, controlling and handling violations of oversized, overloaded, unauthorized modifications and extensions of the cargo bed, in addition to vehicle owners and drivers who comply well, there are still cases of non-compliance. These violations are mainly cases of clandestine activities, taking advantage of the absence of patrol and traffic control forces to operate.
Along with that, there are also vehicle owners who "trick" the authorities by expanding the size of the "mobile" separate truck bed. When carrying goods, they raise the extended side of the bed, and when not carrying goods, they lower the side of the bed to look like the original vehicle. Not to mention, when the authorities are out in force, there are "brokers" who follow them to inform the vehicle owners and drivers so that they can avoid them in time...

In addition, according to Lieutenant Colonel Nguyen Thanh Tho - an officer of Dien Chau Traffic Police Station, checking oversized vehicles and vehicles converted into containers can be done by eye, using a measuring tape to detect and handle them anywhere. The topic of patrolling, controlling and handling violations of transporting overloaded goods, exceeding the limit size, and illegally modifying vehicles deployed by the Traffic Police Department this time will be implemented from March 20 to December 31, 2021. In particular, from March 20 to March 31, the force will organize propaganda and coordinate with functional units to request transport business owners to sign a commitment. From April 1, patrolling, controlling and handling violations on key routes and areas.
Also according to Lieutenant Colonel Le Hong Son, based on the direction of the Traffic Police Department and the Provincial Police Department, the traffic police force in the whole province will focus on increasing forces and vehicles, maintaining patrol and control teams, closing 24/24 hours, including Saturdays and Sundays on all traffic routes in the province to proactively detect, prevent and strictly handle drivers and vehicle owners who violate the law by transporting overloaded or oversized goods, arbitrarily modifying vehicles, changing the size of the vehicle's body on the road and other violations of the law.
With the goal of gradually reducing and eventually ending the situation of overloaded, oversized vehicles, and unauthorized vehicle modifications. This is also one of the important solutions that will contribute to curbing and reducing traffic accidents, especially accidents directly caused by overloaded and oversized cargo.
