Pilot project to build high-quality key high schools in Nghe An

According to the leaders of the Department of Education and Training, the general goal of the Project is to build high-quality key secondary schools at the junior high and high school levels to become advanced educational institutions, exemplary in implementing educational goals at each level in accordance with local practical conditions.

This is also considered a model and driving force for the development of general education in each region and area in the direction of improving the quality of comprehensive education, developing students' talents; creating equal opportunities and enjoying high-quality educational services for learners; developing the trend of public schools being partially autonomous in revenue and expenditure; being the core for successfully implementing the new general education program.

The project is also expected to contribute to the successful implementation of fundamental and comprehensive innovation in education and training in the spirit of Resolution No. 29-NQ/TW of the Party Central Committee, meeting the requirements of national development in the period of industrialization, modernization and international integration.

The draft project identifies the specific goal of building 21 key high-quality secondary schools associated with districts, cities, and towns and 13 key high schools associated with regions.

The total estimated budget for implementing the project from 2018 to 2025 is 435,910 billion VND, including from the project program source, the state budget balanced in the annual assigned estimate (from the education career expenditure source), tuition revenue, public career service revenue and other legal sources of mobilized contributions and sponsorship.

Deputy Secretary of the Provincial Party Committee Nguyen Van Thong analyzed that the three main factors affecting the quality of teaching and learning include: equipment, input factors (student quality) and teacher quality. However, the project has not clearly stated solutions to implement the two factors: students and teachers.

The Deputy Secretary of the Provincial Party Committee also proposed clarifying solutions to achieve the goal of improving the quality of key education while also improving the quality of mass education.

Head of the Provincial Party Committee's Propaganda Department Nguyen Thi Thu Huong said that the draft project has not clarified the concept of what a high-quality key school is.

"If the concept is not clarified, it is easy to return to "old wine in new bottles", still following the trend of specialized schools and selective classes", the Head of the Provincial Party Committee's Propaganda Department commented and shared concerns, the required resources for building 34 high-quality key schools are very large, will the resources be guaranteed?

After listening to the opinions and explanations of the leaders of the Department of Education and Training, the Provincial Party Secretary welcomed the Department of Education and Training for advising the Provincial People's Committee and departments and branches on the Project carefully, elaborately, and with detailed calculations.

However, based on reality, comrade Nguyen Dac Vinh requested that a few tasks should be selected for pilot implementation until 2020.

Specifically for high school level, Secretary Nguyen Dac Vinh proposed selecting a maximum of 5 schools, including Phan Boi Chau High School for the Gifted, to conduct the pilot.

And third is the solution on learning methods and organization. "The Department of Education and Training should carefully study how to organize learning for students in both formal and extracurricular activities," the Provincial Party Secretary pointed out.

For the secondary school level, the Provincial Party Secretary emphasized that it is only encouraged, not necessary for every district, city, or town to pilot the program, but only select a few prestigious schools with many years of experience in the entire province to focus on directing. The plan for the schools must also be detailed and clear in terms of both evaluation mechanisms and solutions.

Besides, at the secondary level, although the pilot is conducted by the district level, the Department of Education and Training must also closely monitor and evaluate. During the pilot, except for schools in Vinh City, comrade Nguyen Dac Vinh emphasized, the remaining schools did not implement the socialization plan.

The Provincial Party Secretary also noted that the pilot implementation plan must be based on legal regulations and permitted conditions of the province and locality.
