National High School Exam 2016: Universities will bring exam papers back to their headquarters for grading

To ensure fair and economical exam marking, many universities still decide to bring exam papers to their headquarters for marking.

In this year’s National High School Exam, although the Ministry of Education and Training assigned local exam clusters to preside over it, many universities in Ho Chi Minh City still decided to bring the exam papers to their headquarters for grading. There were many reasons given by the schools, but most of them said that this method was both objective and economical.

According to the regulations of the Ministry of Education and Training, in the 2016 National High School Exam, the whole country will not have inter-provincial exam clusters, but each province and city must have at least one exam cluster chaired by a university.

This year, Ho Chi Minh City University of Law was assigned to host the exam cluster in Ben Tre province with about 9,700 candidates registered to take the exam. Associate Professor, Dr. Tran Hoang Hai, Vice Principal of the school, said that to ensure objectivity and fairness, after the exam ends, the school will send the papers to Ho Chi Minh City for grading.

“Local teachers grade the exams for local children without any special treatment. Therefore, the school proposed a plan for schools to bring the exam papers to Ho Chi Minh City for centralized grading and then draw lots,” said Mr. Hoang Hai.

Assigned to preside over the examination cluster in Gia Lai province with about 9,500 candidates registered for the exam, up to now, the preparation stages for the exam supervision and grading of Ho Chi Minh City University of Agriculture and Forestry have basically been completed. It is expected that after finishing the last exam, on the morning of July 5, the school will transport all exam papers to the headquarters in Ho Chi Minh City to begin the grading process.

Dr. Tran Dinh Ly, Head of Training Department of Ho Chi Minh City University of Agriculture and Forestry, said that there are many reasons why the school decided to bring the exam papers to the headquarters for grading instead of grading them locally.

“First, the test papers will be stored at the school anyway to serve the work of grading, assessment, testing, and review... The second reason is that if the papers are transferred to the school for grading, all stages of work related to grading will be more convenient and proactive, and at the same time help cut down on some costs,” said Dr. Dinh Ly.

In addition, for many years, Ho Chi Minh City University of Agriculture and Forestry has had a team of secretaries, examiners and a team of professional contract teachers to mark the exams, so according to Dr. Tran Dinh Ly, it would be more secure if the exam marking process was carried out at the school. That is also the marking plan of Ho Chi Minh City University of Food Industry in the upcoming National High School Exam.

This year, the school is hosting the exam cluster in Tay Ninh province with nearly 7,900 candidates registered to take the exam. Accordingly, at the end of July 4, the school will transfer all exam papers to its facility in Ho Chi Minh City to cut the papers and prepare procedures for marking. It is expected that on July 7, about 150 examiners for essay subjects will start marking the exam right at the school. The marking of multiple-choice exams will be done by machine.

Master Pham Thai Son, Deputy Director of the Admissions Consulting Center and Training Services of Ho Chi Minh City University of Food Industry said:

“The school will invite teachers from Tay Ninh to the city to participate in the exam marking work at a rate of about 50%. However, the presiding work, that is, the heads of the marking teams, the heads of the marking subjects, the secretariat, the inspectors, and the testing department will be undertaken by the University of Food Industry. Teachers from Tay Ninh province will only participate in the exam marking work.”

According to Master Pham Thai Son, bringing the exam papers to Ho Chi Minh City for grading is the most optimal solution because it saves costs and effort, while ensuring objectivity in the grading process, avoiding any unwanted impacts. In addition, this method also helps universities reduce the pressure of finding teachers to grade the exams because the source of exam graders in Ho Chi Minh City is much more abundant than in the locality.

Currently, schools have come up with many plans to ensure the highest level of security for storing and transporting exam papers to Ho Chi Minh City next July./.
