National High School Exam 2016: Exam review will be stricter
Last evening (March 11), the Ministry of Education and Training officially announced a circular amending and supplementing a number of articles of the national high school exam regulations.

The basic adjustments are no different from the previous draft.
Specifically, the exam will still be held as in 2015 with two types of exam clusters. Clusters for candidates taking the exam to get graduation recognition results and clusters for candidates using exam results to apply to universities and colleges.
The new point is that the Ministry will not organize inter-provincial examination clusters. Each province and centrally-run city will have two types of examination clusters. Candidates will not have to take the exam through another province like in 2015.
However, the circular also stipulates that depending on the specific situation of the locality, the chairman of the provincial people's committee decides not to organize a graduation exam cluster but to organize for both candidates to take the exam at the local university exam cluster.
The time for submitting the Exam Registration Form is specified in the annual exam organization guidelines of the Ministry of Education and Training.
When the deadline for submitting the Exam Registration Form expires, if any mistakes or errors are discovered, candidates must promptly notify the principal of the high school or the head of the unit where they registered for the exam or the Examination Council on the day of the exam procedures for correction or supplementation.
Special cases are allowed to add certificates to enjoy priority and bonus points. They must be done before the exam date to be valid.
Candidates who are suspended from taking any exam will receive a score of 0 (zero) for that exam and will not be allowed to continue taking the next exams. They will not be allowed to use the exam results to graduate from high school and apply for admission to universities and colleges.
Each candidate is issued a Certificate of Examination Results with a unique identification number.
Another notable new point is that in 2016, the Ministry has stricter regulations than in 2015 regarding score adjustment in exam review.
Specifically, if the re-examination score differs from the first round score (announced) by 0.25 points or more, the score will be adjusted. In case the re-examination score differs from the first round score by 0.5 points or more, a direct dialogue must be organized between the first round examiners and the re-examination examiners (with minutes taken). If there are signs of negativity, it will be handled according to regulations.
According to the old regulations, direct dialogue between examination officers only took place at a difference of 0.5 points for natural science subjects, and at a difference of 1 point or more for social science subjects.
