2018 National High School Examination: 4.99 points will not be rounded up to 5.
Fractional scores for essay-based subjects in the national high school graduation exam will be rounded to two decimal places, instead of the previous regulation of using increments of 0.25. This is one of the significant changes in the Circular amending the regulations for the national high school graduation exam in 2018.
The Ministry of Education and Training has just issued a Circular amending and supplementing a number of articles of the Regulations on the National High School Examination and Recognition of High School Graduation compared to Circular No. 04/2017/TT-BGDĐT issued on January 25, 2017.

Odd scores on essay exams will be rounded to two decimal places.
The most notable aspect of this revision is the grading of essay-based exams.
Article 25 is amended and supplemented as follows: “The exam is graded on a 10-point scale; fractional points of the total score are rounded to two decimal places.”
Therefore, the only remaining essay-based subject in the 2017 National High School Graduation Examination, Literature, will no longer have the previous regulation requiring scores to be rounded to 0.25. There will no longer be cases where different fractional scores are rounded up to the same level (0, 0.25, 0.5, 0.75). For example, a student scoring 4.99 will not be rounded up to 5 points and will not be different from a student scoring 5.01.
Regarding the handling of candidates who violate exam regulations, instead of immediately revoking their right to enroll in schools that year and their right to participate in the exam for the next two years, the new Circular amends Clause 6 of Article 49 to:
"Cancellation of exam results and submission of files to competent authorities for consideration and handling in accordance with the law will be applied to candidates who violate any of the following rules: Falsifying documents to receive preferential treatment or incentives; Using illegal diplomas or certificates; Having someone else take the exam or write the test on their behalf in any form; Engaging in disruptive or destructive behavior during the exam; assaulting officials or other candidates; Using illegal exam result certificates."
Remove preferential treatment for children of those entitled to benefits such as war invalids.
The new circular also removes the term "disabled soldier" from the phrase "persons entitled to policies similar to wounded soldiers and disabled soldiers" in the first and second bullet points of point a and the second and third bullet points of point b of Clause 1, Article 36 (regarding priority points for eligible individuals receiving 0.25 and 0.5 points). This means the priority for "children of persons entitled to policies similar to disabled soldiers" has been removed.
The costs for participating in and coordinating the competition are covered by the local authorities.
According to the Circular, universities and colleges that form teams of staff and lecturers to participate in coordinating the organization of exams at examination boards in localities as directed by the Ministry of Education and Training will not have to pay for the travel and accommodation expenses of the staff and lecturers participating in the coordination of the exams.
Instead, the funding for officials and lecturers from universities, academies, and colleges who are seconded by the Ministry of Education and Training to participate in organizing the exams in localities will be paid by the localities according to current regulations.
This Circular takes effect from April 15, 2018.
