National High School Exam 2016: Changes in regulations on exam review scores

According to the old regulations, in case the difference between the re-examination scores of the exam is 0.5 points or more for natural sciences and 1 point or more for social sciences, a direct dialogue must be organized. The new draft regulation stipulates that in case the difference between the re-examination scores of the exam is 0.5 points or more, a direct dialogue must be organized between the first round of exam graders and the re-examination graders.

On the evening of February 23, the Ministry of Education and Training continued to announce a draft circular amending and supplementing a number of regulations on the 2016 national high school exam. Accordingly, many more exam regulations are expected to be amended compared to 2015.

Each province has 1 or 2 examination clusters.

According to the draft, each province and city has two examination clusters. The examination cluster for candidates taking the high school graduation exam and university and college entrance exam is chaired by the university. The examination cluster for candidates taking the high school graduation exam is chaired by the Department of Education and Training.

Depending on the specific situation, the locality may only organize university entrance exam clusters for both groups of candidates.

Additional documents can only be submitted before the exam date.

The time for submitting the Exam Registration Form is specified in the annual exam organization guidelines of the Ministry of Education and Training.

When the deadline for submitting the Exam Registration Form expires, if any mistakes or errors are discovered, candidates must promptly notify the Principal of the high school or the Head of the unit where they registered for the exam or the Examination Council on the day of the exam procedures for correction or supplementation.

Special cases are allowed to add certificates to enjoy priority and bonus points. They must be done before the exam date to be valid.

Exam invigilators are not allowed to work at exam sites where relatives are taking the exam.

The Chairman of the Examination Council shall base on the number of candidates registered for the examination at the cluster and the conditions of facilities and staff to decide to establish examination sites located at universities, colleges, intermediate schools and other educational institutions that meet the requirements for organizing the examination. Each examination site shall have a Head of Examination Site and may have Deputy Heads of Examination Sites as decided by the Chairman of the Examination Council to manage all examination supervision work at the assigned examination site.

Exam invigilators are not allowed to work at exam locations where relatives are taking the exam.

Changes to the review regulations

Unlike in 2015, each candidate was given 4 certificates of results, this year, each candidate is given 1 Certificate of exam results with a unique identification code.

Regarding the review of scores, in case the difference between the scores of the re-examined exams is 0.5 points or more, a direct dialogue must be organized between the first round of examiners and the re-examiners (with minutes taken) for the exams with adjusted scores. If there are signs of negativity, it must be handled according to regulations.

The adjusted scores of the exams after the review are decided by the Head of the Review Board and the President of the Examination Council and the candidates' scores after the review are updated into the examination management software system according to the regulations of the Ministry of Education and Training. The President of the Examination Council reports and sends data to the Ministry of Education and Training, and at the same time announces and returns the review results to the candidates.

Add points for professional certification

High school students, continuing education students with conduct classification who have a vocational certificate issued by the Department of Education and Training or vocational training and education institutions issued by the Education sector during their high school studies or continuing education students who simultaneously study an intermediate program combined with a cultural program according to the continuing education program at the high school level will receive bonus points based on the classification stated in the vocational certificate as follows: Excellent: plus 2.0 points; Fair: plus 1.5 points; Average: plus 1.0 points.
