Sharing the same view, Mr. Nguyen Van Dinh - Chairman of the Vietnam Real Estate Brokers Association analyzed: Although the current real estate brokerage force is large (about 300,000 people), most of them lack professionalism and awareness of law compliance. Among them, many people practice the profession as amateurs, opportunistically, have the behavior of "hoarding land, inflating prices", creating "virtual fever". According to Mr. Dinh, there are many reasons for this situation. For example, the 2014 Real Estate Business Law stipulates that when practicing real estate brokerage, a practice certificate is required, but no training is required. This is a major problem, which is the reason why up to 90% of real estate brokers do not have the basic knowledge of a broker.
Meanwhile, the organization of certification examinations in many localities is also very weak and lacking, leading to a situation where only about 10% of real estate brokers have a practice certificate. Even if they have a practice certificate according to legal regulations, their qualifications and capacity are not high.
Furthermore, many trading floors, when operating, did not comply with the regulations on registration and reporting of operating results to the management agency. Many floors became the main subjects creating "land fever", monopolizing the real estate market in many localities, causing negative consequences for the sustainable development of the real estate market in particular and the local economy in general. Like real estate brokers, real estate trading floors that are truly professional and truly comply with the law only account for about 10%...

Many representatives of trading floors also admitted that many real estate brokers and experts, because of their immediate profits, completely forgot their responsibilities to investors and customers, especially F2 brokers. The common situation is to join hands to create fake "waves" to gain benefits for individuals and units; causing losses in both time and money for customers.
