Civil service exams will apply new regulations
The Government has just issued Decree 161/2018/ND-CP amending and supplementing a number of regulations on recruitment of civil servants and public employees, promotion of civil servants, promotion of public employees and implementation of contract regime for a number of types of work in state administrative agencies and public service units.
Decree 161/2018/ND-CP amending and supplementing a number of articles of Decree No. 24/2010/ND-CP dated March 15, 2010 of the Government regulating the recruitment, use and management of civil servants.
In particular, Article 8 (exam subjects and exam formats), Article 9 (conditions for exemption from some exams) and Article 10 (score calculation method) are amended and supplemented into Article 8 (content, format and time of civil servant recruitment exams).

Specifically, the civil service exam is conducted in 2 rounds: Multiple choice test; specialized professional subject test.
Round 1 of the multiple-choice test is conducted on a computer. In case the competent authority recruiting civil servants does not have the conditions to organize the test on a computer, the multiple-choice test will be conducted on paper.
The multiple choice test consists of 3 parts:
1- General knowledge: 60 questions on the political system, organization and apparatus of the Party, the State, socio-political organizations; state administrative management; civil servants, public service; Party's guidelines and policies, State's policies and laws on the recruitment sector and field; responsibilities and tasks of civil servants according to the requirements of the job position. Exam time: 60 minutes.
2- Foreign language: 30 questions in one of five languages: English, Russian, French, German, Chinese or other foreign languages as required by the job position as decided by the head of the competent authority recruiting civil servants. Exam time: 30 minutes. For job positions requiring foreign language expertise, candidates do not have to take the foreign language test in round 1.
3- Information Technology 30 questions as required by the job position. Exam time 30 minutes. For job positions requiring information technology expertise, candidates do not have to take the information technology exam in round 1.
In case of computer-based exams, the multiple-choice exam does not include an IT section.
Exemption from the foreign language test (round 1) for the following cases: Having a university or postgraduate degree in foreign languages; having a university or postgraduate degree abroad or having a university or postgraduate degree at a foreign language training institution in Vietnam; candidates applying for civil service positions in ethnic minority areas who are ethnic minorities or have a certificate in ethnic minority languages recognized by competent authorities.
Exemption from the IT exam (round 1) for those with a diploma from a college majoring in information technology, IT or math - IT or higher.
The results of the first round are determined by the number of correct answers for each part of the exam as specified above. If the candidate answers correctly 50% or more of the questions for each part, he/she will be allowed to continue to the second round.
In case the competent authority recruiting civil servants organizes the first round of the exam on a computer, it must notify the candidates of the results immediately after taking the exam on the computer; there will be no review of the first round of the exam results on the computer.
In case the competent authority for recruiting civil servants organizes the first round of the exam on paper, the marking of the exam shall be carried out as follows: No later than 15 days after the end date of the first round of the exam, the marking of the first round must be completed; no later than 5 working days after the end date of the first round of the exam, the exam results must be announced to the candidates and the receipt of appeal applications must be notified within 15 days from the date of announcement of the exam results on the electronic information portal of the competent authority for recruiting civil servants.
In case of appeal, no later than 15 days after the deadline for receiving appeals, the appeals must be completed and the results of the appeals must be announced to the candidates. Based on the practical conditions during the examination marking process, the head of the competent recruitment agency shall decide to extend the time limit for performing these tasks, but not more than 15 days.
No later than 5 working days after the end of the first round of marking, the head of the competent recruitment agency must notify the candidates to attend the second round. No later than 15 days after the date of notification of the candidates to attend the second round, the second round must be organized.
Round 2 is a test of professional skills. The test content is on knowledge, capacity, and skills to perform public duties of civil servant candidates according to the requirements of the job position to be recruited.
In the same recruitment exam, if there are job positions requiring different expertise and skills, the competent authority recruiting civil servants will organize the development of different specialized professional exam questions to ensure they are suitable for the requirements of the job positions to be recruited.
The form of the professional exam is an interview or a written exam. The head of the agency competent to recruit civil servants decides on the form of the interview or written exam. In case the second round is organized in the form of an interview, there will be no review. The scale (interview or written exam) is 100 points. The interview time is 30 minutes, the written exam is 180 minutes.
Determine the winner
Candidates who pass the civil service exam must meet the following conditions: Have a score of 50 points or higher in round 2; have a higher score in round 2 plus priority points (if any) in order from highest to lowest within the recruitment quota of each job position.
In case there are 2 or more people with the same score in round 2 plus priority points (if any) for the final recruitment target, the person with the higher score in round 2 will be the successful candidate; if it is still not determined, the head of the competent authority for recruiting civil servants will decide on the successful candidate. Those who fail the civil servant recruitment exam will not have their exam results reserved for the next recruitment exam.
Decree 161/2018/ND-CP takes effect from January 15, 2019.
