Recruitment exam for department heads at the Organizing Committee: 'Let's let practice test it'
Evaluating the results of the recruitment exam for three department heads at the Central Organizing Committee, Mr. Pham Minh Chinh cautiously said: "Let's let practice test the products of this new approach."
The Central Organizing Committee is the first agency of the Party to organize a selection exam for department-level leaders. After 2 days of testing (September 30 and October 1), the Organizing Committee selected 3 out of 12 candidates to be appointed as department heads of the departments: Cadre Policy, Party Base, and Locality III.

Open recruitment, 12 qualified applications
Talk toYouthRegarding the "kitchen" and behind-the-scenes work of this competition, Head of the Department of Organization and Personnel of the Central Organizing Committee Duong Minh Duc affirmed that it was carried out very openly and elaborately, in accordance with the spirit of the Politburo's conclusion on the project "Piloting innovation in the selection of leaders and managers at the department, agency, and division levels".
Before implementation, the Organizing Committee researched and learned from previous pilot units such as Quang Ninh province, Da Nang city, and the Ministry of Transport.
"The board's leaders signed and issued the exam regulations in May. We developed a plan to organize the exam in June, then widely announced the information in Nhan Dan newspaper, Xay Dung Dang magazine and other newspapers and radio stations. The Ministry of Home Affairs instructed to publicly announce exam information 15 days in advance, but we announced it 45 days in advance," said Mr. Duc.
According to Mr. Duc, the Organizing Committee received quite a lot of applications, but after screening, only 12 applications were qualified to participate in the competition. The list of candidates was published publicly on mass media and posted at the agency. After that, the head of the Central Organizing Committee met with the candidates and assigned the topic.
Candidates have the right to access and exploit the necessary documents to prepare the project, go on field trips and during this time (about 1 month) do not have to participate in operational work to focus on preparing for the exam.
The content of all submitted projects is sealed and kept confidential until the jury meets (to ensure objectivity and avoid influence, the jury is only established after the candidates submit their projects).
"The jury this time is quite special because the chairman is a member of the Politburo, the members include 7 members of the Central Committee, with the participation of independent external judges who are leaders of the Ho Chi Minh National Academy of Politics, the Vietnam Academy of Social Sciences, and the Vietnam National Academy of Public Administration," said Mr. Duc.
End of old-fashioned appointments
The Organizing Committee's leaders said that in order to have the most objective and accurate results, the exam regulations stipulate a 100-point scale. If any member of the jury scores a score that differs by 20% from the average score, that score will be eliminated (the average score will be calculated among the remaining members).
"Such a rule is to avoid subjectivity and bias, where if you love someone, you will give them too high a score, if you hate someone, you will lower their score. Luckily, in the competition, we did not have to apply this rule, the judges evaluated the results quite closely" - Mr. Duong Minh Duc revealed.
The announcement of the winner was also very exciting, kept secret until the last minute. After the jury met privately, the support department compiled the results, and the leaders of the Organizing Committee had to meet again to vote on the evaluation before appointing the staff (according to the process).
Finally, the name of the newly appointed person is recorded in the appointment decision by the Department of Organization and Personnel, framed solemnly by the administrative office, and then announced by the new board leader at the summary meeting and decision handover.
At the same time as the recruitment process, the personnel work process must still be ensured. Specifically, after having the official list of candidates, the personnel advisory unit must submit to the Party Committee for comments on all 12 candidates to see if they are qualified for appointment.
The application file must also meet the same requirements as an appointment file, including accompanying conditions such as the latest asset declaration, comments from the local Party Committee, comments from the unit, health check-up form...
Recently, all 12 candidates were from departments assisting the Central Organizing Committee. This raises the question of how to have a wider source, not just an internal competition.
Mr. Duc explained: "Currently, the regulations on the standards for appointing a department head must be a senior expert and must be planned to be a department head. Therefore, many cadres and experts in other Party departments also want to take the exam, but either they have not been planned, or are not yet senior experts.
While in provinces and cities there are many people qualified as senior experts, they are often holding important positions in that province or city so they do not participate.
However, we are also researching and consulting to submit to the board's leaders to amend the regulations on standards and criteria to expand the eligible candidates. I think this is only good because when the candidates are expanded, the source will be wider and more qualified people will be recruited."
Mr. Duong Minh Duc also affirmed that he will continue to advise the board to conduct exams to recruit a number of new department heads because the heads of these departments are preparing to retire, at the same time as recruiting for the positions of deputy department heads and department heads, ending the old way of appointment./.
