(Baonghean) - In 2002, the Cua Lo Town wastewater treatment system was started; with funding from the Kingdom of Belgium, the total investment for phase 1 was nearly 100 billion VND; of which 50 billion VND was used to purchase equipment. The remaining 48 billion VND was contributed by Cua Lo Town for land clearance and equipment installation. The project was expected to be inaugurated and put into operation in 2007.

The remaining 48 billion VND was contributed by Cua Lo Town for land clearance and equipment installation. The project was expected to be inaugurated and put into operation in 2007.

During the project's construction, to save on compensation and land clearance costs, the town combined the project with the transportation infrastructure and wastewater system running parallel to the main roads. Due to financial difficulties, the construction of the transportation infrastructure lagged behind schedule. The delay in transportation infrastructure led to delays in the wastewater collection and treatment project as well. That is why, after 11 years since its commencement, the wastewater treatment system in Cua Lo remains unfinished.

In anticipation of its 20th anniversary, Cua Lo Town is urgently mobilizing all resources to accelerate construction progress. The project is divided into two phases: Phase 1 involves constructing a wastewater collection and treatment system from horizontal axis No. 1 to No. 12, and vertical axis from Binh Minh Street to vertical axis No. 3. Phase 2 will be implemented from horizontal axis No. 13 to horizontal axis No. 22.

Phase 1 is divided into two packages: Package 1 involves the construction of a wastewater drainage pipeline with a total length of 54,200m, 5 pumping stations, and 1,002 manholes. This is being implemented by WASEENCO Water Supply and Drainage Company. To date, Package 1 has reached over 85% completion. Currently, the contractor is focusing on the construction of 2 pumping stations, with stations 1 and 5 remaining. Installation of a D500 cast iron pipeline system from crossroad 4 to the treatment plant, spanning 1000m, and installation of 1002 manhole covers are also underway. The construction unit is striving to complete the project in the third quarter of 2013.

Package No. 2 involves the construction of a wastewater treatment plant with a capacity of 3,700 m3, with a total investment of over 60 billion VND, undertaken by Phu Dien Investment and Trading Company. This is a modern wastewater treatment plant using recirculating activated carbon biological technology. The plant's equipment originates from the EU, Japan, and the United States. Currently, the construction unit is working on the treatment tanks, the control building, and other auxiliary facilities. Installation of equipment is expected to begin in the first quarter of 2013, and the plant is scheduled to be operational by the end of the fourth quarter.

According to Mr. Nguyen Dinh Tien, Vice Chairman of the People's Committee of Cua Lo Town, the town is determined to put the wastewater treatment system into operation by the end of 2013. However, the town is currently facing difficulties in securing funding, specifically needing approximately 80 billion VND: 70 billion VND for the construction of the wastewater treatment plant, 3 billion VND for land clearance and installation of D500 cast iron pipes to the plant, and 5 billion VND for the construction of the remaining two pumping stations. Due to difficulties in land auctions, the town lacks the necessary funds. The town hopes the province will provide the aforementioned amount to expedite the project's construction.
