Thai Hoa Town: Mobilizing people's strength to make people's lives better

The two contents in the economic field that the Town has implemented quite well are: building new rural areas and developing small-scale industries - craft villages.

Coming to Nghia Thuan commune, driving on newly upgraded and spacious roads with smooth concrete surfaces, few people would have expected that the implementation of the new rural program and the implementation of the Resolutions of Party Congresses at all levels have really changed the face of this land. On the main road from National Highway 48 to the commune center, on both sides are spacious new houses, schools, and Credit Fund headquarters being invested in and upgraded, creating a truly renewed rural face.

As a commune with the largest area among the units under Thai Hoa Town, entering the implementation of the Resolution of the Party Congress at all levels, the Party Committee from the commune to the hamlets in Nghia Thuan has really been concerned about integrating the resolution and the national target of the new rural construction program to change the face of the countryside. From this concern, Nghia Thuan's approach has taken sequential steps suitable to the actual conditions of the commune. Starting with focusing on propaganda and mobilization work to change the awareness and actions of cadres, party members and people in the commune. "Do whatever is beneficial to the people. Put the interests of the majority of people first" - Secretary of the Party Committee of the commune Vu Huu Loi said. Therefore, to suit the people's strength, Nghia Thuan does not choose many tasks and many criteria to implement at the same time, but chooses to build and strengthen the rural transport system as a "breakthrough" step and to change the crop structure, build economic models, and increase sustainable income for households as priority implementation.

Leading us on the inner-commune and inter-hamlet roads that have just been upgraded and completed by the people with their own resources and manpower, Deputy Secretary of the Party Committee Ngo Thi Lieu said: "It is all from the people's resources, comrades. When people understand that the new rural area is for themselves, they should contribute to building roads, and the people of all religions and ethnicities should unite and join hands to build them." With the right policy and implementation methods suitable to local conditions, Nghia Thuan has basically completed the goal of "breaking through" rural transport with the result of building 10.7 km of concrete roads.

To solve the problem of reaching 23.7 million VND/person/year by the end of the term (currently 21 million VND, 84.7%), the Party Committee of the commune has really struggled, as the Secretary of the Party Committee of the commune Vu Huu Loi said, "in difficulty, wisdom appears", Nghia Thuan encouraged people to change the crop structure, planting trees with high economic value, the commune took care of vocational training, technical training, the people's credit fund created conditions for disbursement of loans. Therefore, many models and good practices have been applied by the people of the hamlets.

Learning from the experience of being "spicy" from chili plants, with unclear output, there was a time when farmers were fed up, but with the implementation of the sweet corn model, PHP71 rice variety instead of Khai Phong variety, and hanh hao tree... the commune has had a stable output for the people and maintained the areas where people have converted to grow eggplant, squash, and flowers effectively. Political and social organizations support the team members' households with techniques and funds: War veterans build forest garden models, the Youth Union implements livestock models; the Farmers' Association focuses on raising large livestock... therefore, the average income target per capita by the end of the term reaches 23.7 million VND, Nghia Thuan is considered within reach.

With the same spirit of building new rural areas as in Nghia Thuan, the remaining 5 communes of Thai Hoa town implementing the Resolution of the Party Congress in conjunction with the implementation of the National Target Program on building new rural areas all have implementation methods suitable to the actual conditions of the locality, typically Dong Hieu and Nghia My communes... using the support of businesses and local resources with the nature of "stimulating demand" to arouse the strength of the whole people.

Communes in special rural areas or communes in farm areas with certain advantages under the light of the Resolution have all achieved the program's goals with results. Since the town and localities launched the movement "joining hands to build new rural areas", under the leadership and direction of the Party Committees at all levels, the town's people have donated 63,000m3 of land, creating conditions for the steering committee to deploy the marking, route clearance, and improvement of the rural traffic system with the result of completing nearly 25 km of standard roads, in which the people contributed nearly 7 billion VND and nearly 28,000 working days.

As a locality with many advantages for developing small-scale industries and handicrafts, after the Town Party Congress for the 2010-2015 term, Thai Hoa focused on directing the continued implementation of Resolution No. 07-NQ/Thu on "Developing industry - small-scale industry and craft villages of Thai Hoa Town to 2015 with a view to 2020". The two craft villages of civil carpentry and fine art carpentry Tan Quyet Thang and Forestry Processing have continuously invested in innovating processing technology, diversifying designs.

Some new occupations were also introduced, creating a new atmosphere for the town such as the production of molasses, incense, silk thread, processing of fine art stones... Being present at the Thuy Lieu incense production facility when the facility was preparing incense sources to serve the Full Moon Festival of July, one could see the bustle of the production facility. Starting the incense making profession in 2007, but it was not until 2011 that the town supported vocational training for workers and guided the process of trademark registration and Long Son ward created conditions for renting places to dry and gather raw materials that the Thuy Lieu incense production facility really developed. Currently, with 5 types of incense products, the Thuy Lieu incense production facility has created regular jobs for 15 workers, and is continuing to expand its production scale to meet market demand.

From the positive results and lessons learned in the leadership and direction of the implementation of the National Target Program on New Rural Construction and the program on developing small-scale industries and craft villages, from now until the end of the term, Thai Hoa Town will focus on directing the good implementation of 8 solutions in the fields of economy, society, national defense, security and 6 solutions in the work of building the Party, the government of the Front, and organizations and firmly hold the goal that Thai Hoa will become the economic and social center of the Northwest region of Nghe An on the basis of overcoming the shortcomings and limitations mentioned above.
