The Criminal Police Department of Nghe An Province received a report from Ms. Le Thi Mai Trang, residing on Tran Hung Dao Street, Vinh City. Ms. Trang reported that on March 20, a young man using an ID card named Nguyen Van Thang, registered residence in Dien Chau Town, Dien Chau District, came to sign a contract to rent her a Vios car with license plate 37A - 092.27, with a deposit of 20 million VND. After the contract expired, the renter still did not return the car. Ms. Trang called the phone number in the contract but the subscriber could not be reached.

Previously, the Criminal Police Department also received a complaint from Mr. Le Quang Chung about being defrauded of property. On January 5, Mr. Chung signed a contract to rent a car to a young man, who used an ID card named Nguyen Van Thang (born in 1987), registered in Dien Chau town, Dien Chau district, to sign a contract to rent a Chevrolet Capita with license plate 37N-9001 for 30 days. However, after the car rental period expired, the customer did not return the car and could not be contacted, so Mr. Chung reported it to the authorities.

After receiving information from the two victims, the Criminal Police Department assigned Team 5 to investigate. Analyzing the two cases, investigators found that the fraud methods had many similar elements, so it is possible that the subject causing the two frauds was the same and the ID card used to commit the fraud was a fake ID card.

Using synchronous professional measures, investigators identified the subject in the ID card as Pham Duc Kien (born in 1988), residing in Block 7, Cau Giat Town, Quynh Luu. Kien is a mechanic, owns a repair garage named Thuy Kien in Block 7, Cau Giat Town, Quynh Luu.

On March 27, after collecting sufficient evidence and documents, the Investigation Police Agency issued an emergency arrest warrant for Pham Duc Kien. At the investigation agency, Kien initially denied the crime, but when faced with the evidence of the investigator, Kien confessed.

As an auto mechanic, Kien has a lot of knowledge in the automotive field. Recently, Kien realized that renting a self-driving car is quite easy and has many loopholes, so Kien came up with the idea of ​​making illegal money.

To commit the fraud, Kien rented a fake ID card and then used it to make a car rental contract. Every time he rented a car to gain the shop owner's trust, Kien brought 20 million VND as a deposit. After renting the car, Kien took it to Hanoi to sell.

Ms. Trang Kien brought her Vios car to Hanoi to sell for 240 million VND, and Mr. Chung's Chevrolet Capita was repainted by Kien and had someone make fake documents to use for self-drive car rental.

The case is currently under further investigation by the authorities.
