Time for Nghe An to 'take off'
(Baonghean.vn) - The year 2021 has passed, leaving a fairly comprehensive mark on the "overcoming difficulties" of Nghe An's socio-economic situation with many bright spots. Many experts commented that the province is on the right track and recommended continuing to strive in this positive direction.
The National Assembly passed Resolution No. 36/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province. This is a very important decision to institutionalize Resolution No. 26 of the Politburo and is even more meaningful when the Resolution was passed at the right time when the province is in dire need of strong motivations to support the recovery and breakthrough process of the economy when implementing the strategy of "safe and flexible adaptation, effective control of the Covid-19 epidemic".

"Nghe An is on the right track"
The year 2021 has passed, leaving a fairly comprehensive mark on the "overcoming difficulties" of Nghe An's socio-economic situation with many basic economic indicators achieving positive results, in particular, the growth rate reached 6.2%, ranking in the top 22 fastest growing economies in the country this year.
Several other important economic indicators also witnessed the first time reaching very remarkable milestones. That was the first time the budget revenue reached nearly 19,000 billion VND; the import-export turnover reached over 3.3 billion USD for the first time, with export turnover alone reaching over 2 billion USD, gradually bringing Nghe An out of the country's export "lowland".

Regarding the situation of the past year, 7 experts in the Socio-Economic Advisory Group of the province, headed by Mr. Truong Dinh Tuyen, unanimously stated: “The provincial leaders have given strong directions to realize the determination to turn Nghe An into a well-off and rich province in the near future; reflected in the fact that Nghe An is becoming more attractive in attracting investors, and the growth of gross regional domestic product (GRDP) in the province has achieved good results even when facing difficulties due to the pandemic this year. The group recognizes that the province is on the right track and hopes that the leaders and officials of the province will continue to strive in this positive direction."
The “root” of the above results is the solidarity and consensus among Party committees, authorities, and socio-political organizations, creating trust, cooperation, and support among the people. This is a valuable lesson that the Provincial Party Committee has summarized and emphasized that it needs to continue to be strongly promoted in the coming time.

The basic premises built in a year of facing the Covid-19 pandemic, along with the implementation of specific mechanisms and policies in Resolution No. 36 of the National Assembly starting from 2022, further strengthen the basis for believing that the time is ripe for Nghe An to "take off".
SPREAD NEW THINKING AND WAY OF DOING
“Building Nghe An into a prosperous province” - as President Ho Chi Minh wished during his lifetime - is not only a requirement and responsibility for the entire Party Committee, Government and People of Nghe An province but also the wish of the Party, State and People of the whole country for President Ho Chi Minh's homeland.
With that spirit, the Politburo issued Resolution No. 26 to develop the province into a socio-economic center of the North Central region since 2013. At the 2nd Session, the 15th National Assembly issued Resolution No. 36 on piloting a number of specific mechanisms and policies for the development of Nghe An province with 6 very specific mechanisms and policies in the following areas: State financial and budget management; forests, land and planning.

Through this, the province has more conditions to mobilize necessary resources to meet the needs of investment in socio-economic development; at the same time, the decentralization in some areas will shorten the time, order and procedures compared to current regulations, creating favorable conditions for the province to proactively resolve urgent requirements, focusing on effectively implementing the goals, tasks and solutions for socio-economic development.
“This demonstrates the special attention, responsibility and affection of the Party, State and people nationwide for the homeland of beloved President Ho Chi Minh!”, President Nguyen Xuan Phuc emphasized and suggested that Nghe An needs to continue to be proactive, active and coordinate with central ministries, departments and branches to bring the Resolution into life, for the development of Nghe An province.
Indeed, the Government Project submitted to the National Assembly when forecasting the impact of issuing specific mechanisms and policies for Nghe An stated: According to initial calculations, in the absence of the above-mentioned development mechanisms and policies, Nghe An will not have enough additional resources to maximize the potential and strengths of the province, especially the particularly important strategic location, convenient transportation system, potential and strengths of the Southeast Nghe An Economic Zone, along with rich and diverse natural resource potential and abundant human resources.

At the same time, Nghe An also does not have enough resources to resolve and overcome the limitations, difficulties and weaknesses in the province's socio-economic situation in recent times, especially the limitations of the unsynchronized socio-economic infrastructure and the slow development of the urban system.
Having a Resolution is very important, demonstrating the breakthrough thinking and determination of the provincial leaders to remove "barriers" to the province's development, but this is only a necessary condition, paving the way and foundation; the more important thing is to spread this spirit, approach and implementation throughout the provincial political system.
As President Nguyen Xuan Phuc noted at the meeting with the Provincial Party Committee Standing Committee in mid-December, the most important thing is not the mechanism or policy, but more importantly, Nghe An must promote its internal strength and sense of responsibility in the Party Committee from the provincial to communal levels to successfully implement the Resolution.
At the 7th Conference of the 19th Nghe An Provincial Party Committee, Comrade Thai Thanh Quy - Member of the Party Central Committee, Provincial Party Secretary, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council noted the requirement to improve the quality of decisions and policies on related issues of the government apparatus in conjunction with mechanisms and policies decentralized to the province.

The significance of Resolution No. 36 of the National Assembly does not stop at 6 specific mechanisms and policies that are allowed to be piloted for 5 years from the beginning of 2022, but also opens up another very important premise when assigning the Government to continue researching and developing additional mechanisms and policies suitable to the characteristics and actual situation to fully institutionalize the Resolution of the Politburo when summarizing the implementation of Resolution No. 26-NQ/TW of the Politburo.
This content is highly expected by leaders, managers, and experts, because Nghe An is the province with the largest area and the 4th largest population in the country, so it needs additional mechanisms and policies to suit local characteristics, especially mechanisms and policies on organizational structure, staffing, etc.
Nghe An has identified one of the key tasks in 2022 as preparing the best conditions to summarize 10 years of implementing Resolution No. 26-NQ/TW of the Politburo, including researching and proposing the Politburo to issue a new Resolution with additional specific mechanisms and policies, creating new momentum for the province's development in the coming period.
The provincial leaders have also "ordered" the provincial Socio-Economic Advisory Group to contribute to this content so that the province can have the best preparation./.
