Scheduled to be held on April 10, the conference will focus on four contents, including: Tasks and urgent solutions to remove difficulties for production and business; promote disbursement of public investment capital; support people, ensure social security; ensure social order and safety in response to the COVID-19 pandemic. Speaking at the meeting, the Prime Minister said that these are very important contents when the growth in the first quarter of 2020, due to the impact of the epidemic, was low (3.82%), only more than half of the plan. Therefore, to have good growth, it is necessary to solve the problems of investment, production, business, trade, import and export... The Prime Minister noted that each of the above contents will have a large report, which clearly states the fiscal support packages (to date, about 180,000 billion VND), monetary support packages, social security support packages (about 62,000 billion VND)... After the Conference, there will be a Resolution or a document to promote this issue. The Prime Minister stated that only when the epidemic subsides can production and business development be carried out. If the epidemic continues, we must focus on preventing the epidemic and protecting people's health and lives. After listening to comments on the upcoming Conference content, concluding the meeting, the Prime Minister emphasized that in order to stabilize people's lives, overcome the current difficulties caused by the COVID-19 pandemic, and create momentum for national development, all levels, sectors, individuals and businesses must strive, rise up, and promote development so that the economy does not collapse, ensuring a minimum living standard for vulnerable groups in society. The Prime Minister also reminded that the immediate task is to fight the epidemic and protect people's health. Do not force businesses to pay debts in difficult circumstances The Prime Minister requested that the ministries absorb the opinions and complete the reports to be presented at the Conference in a concise, easy-to-understand and easy-to-apply manner. Regarding the assessment of the situation, it is necessary to see the seriousness of the world and the country to find solutions to overcome difficulties when "never before have countries around the world simultaneously implemented economic stimulus measures and made efforts to overcome the current recession", the recession is considered to be more severe than the recession in 2008. Noting that some important industries are in decline, many businesses are bankrupt, many industries are operating at a standstill and will be more dangerous if the epidemic lasts, the Prime Minister noted that it is necessary to clearly present the overall picture so that all levels and sectors are clearly aware of the difficulties. Therefore, it is necessary to have a specialized Resolution on key contents such as removing difficulties for production and business, promoting disbursement of investment capital, ensuring social order and safety to respond to the COVID-19 epidemic and to discuss it at the upcoming Conference. Regarding the disbursement of public investment capital, the Prime Minister asked that the whole country, all levels and sectors must disburse all remaining capital of 2019 and planned capital for 2020, not to accumulate at the end of the year like previous years. This capital is nearly 700,000 billion VND, equivalent to 30 billion USD. Any agency, ministry, sector or locality that is slow will be directly reviewed and held responsible by the head. If it is not completed or cannot be disbursed by September, the capital will be transferred to other units. The conference must breathe new life and new determination to launch a period of strong recovery and growth, the Prime Minister stated. The Ministry of Finance presents urgent tasks and solutions regarding finance and the State budget, especially taxes, fees, and charges, to remove difficulties for production and business, for people and enterprises. The Ministry of Finance needs to clarify the support package in this field, in which a very important source for this package is savings, including savings on regular expenses, conferences, seminars, overseas trips, etc. Regarding the monetary support package, currently raised to about 300,000 billion VND, the Prime Minister clearly stated the spirit of not letting businesses lack credit capital, not forcing businesses to repay debts in difficult circumstances, creating all favorable conditions for businesses to continue to maintain and develop production and business. There must not be a situation where familiar places are given low benefits, and unfamiliar places are left as before. The Prime Minister suggested continuing to calculate the reduction of lending interest rates, the banking sector needs to pay attention to the business community's recommendations on continuing to waive and reduce interest, guarantee credit, and support interest rates with the spirit of banks accompanying businesses to overcome current difficulties, "if businesses survive, banks can survive". With the Ministry of Industry and Trade, create all favorable conditions for export, be ready to supply abundant, high-quality goods at reasonable prices, ensuring the goods base to serve 100 million people. Focus on development, focus on disbursing capital for key industrial projects, ensure electricity supply for production and people's lives.
The Prime Minister also asked the Ministry of Agriculture and Rural Development to present a report at the Conference, "In difficult times, the world faces many challenges, it is necessary to consider agriculture and rural areas as a stable foundation". The Ministry of Transport presented urgent tasks and solutions to promote the disbursement of public investment capital for key transport infrastructure projects, including projects that have been converted from PPP to public investment. It is necessary to create real changes in this issue, and at the same time, strictly handle related organizations and individuals if they fail to complete their tasks. The Ministry of Public Security reported on solutions to ensure security and order. The Ministry of Labor, War Invalids and Social Affairs clearly stated solutions to effectively implement the social security support package. Regarding implementation, the Prime Minister stated that the Government and the Prime Minister require regular review, assessment, and inspection, especially in key localities and important ministries, on disbursement of public investment capital and removal of difficulties for production and business.
