Announcement of the Conclusion of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels
Secretary General of the National Assembly Bui Van Cuong has just signed and issued Notice No. 2646/TB-TTKQH Conclusion of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels for the period 2023-2030.

The announcement stated that on July 12, 2023, at the 24th session, the National Assembly Standing Committee passed Resolution No. 35/2023/UBTVQH15 on the arrangement of district and commune-level administrative units for the 2023-2030 period.
In order to effectively, promptly and synchronously implement the Resolution, the National Assembly Standing Committee requests the Government, ministries, branches and local authorities at all levels, within the scope of their tasks and powers, to direct the implementation of the following tasks:
Firstly, the Government urgently issues a Plan to implement the arrangement of district- and commune-level administrative units for the 2023-2025 period, which specifically identifies requirements on the roadmap, implementation progress, and responsibilities of relevant ministries, branches, and local authorities at all levels; promotes the role and responsibility of Party committees at all levels, heads of agencies, organizations, and units in the process of leading, directing, researching, proposing plans, developing projects, determining goals, roadmaps, and organizing implementation in accordance with local conditions and practical situations, ensuring successful implementation of the policy on arranging district- and commune-level administrative units.
The Supreme People's Court and the Supreme People's Procuracy closely coordinate with the Government to direct the People's Courts and People's Procuracies in localities to carry out the arrangement of district-level administrative units to ensure compliance with requirements, progress and efficiency.

Second, the Ministry of Home Affairs, the Ministry of Construction and relevant ministries, branches and agencies in the process of reviewing, giving opinions and appraising dossiers of projects on the arrangement of administrative units at district and commune levels and component projects need to continue to simplify internal administrative procedures, shorten the time for consideration and settlement to ensure progress in submitting to the Government and the National Assembly Standing Committee for consideration and decision; at the same time, promptly guide the implementation of related tasks within the scope of sector and field management, creating maximum convenience for the process of arranging administrative units.
Third, the People's Council and the People's Committee at the provincial level, in the process of developing a master plan for the arrangement of district and commune-level administrative units in the area, need to: Study, review, and comprehensively evaluate the arrangement plan to ensure continuity between the 2023-2025 period and the 2026-2030 period, avoiding the situation where when developing a plan for the arrangement of administrative units in the 2026-2030 period, they encounter difficulties due to the inability to merge or adjust with other adjacent administrative units.
When developing a plan to rearrange administrative units that have been awarded the title of Hero of the People's Armed Forces or Hero of Labor, it is necessary to consider and comprehensively evaluate the entire process of formation and development of the administrative units before rearranging them in order to inherit and continue to promote local traditions, and limit the impact on the thoughts and feelings of cadres and people in the area.
Conduct reviews and find solutions to adjust and thoroughly handle cases of administrative units with disputes over administrative boundaries, administrative units with fragmented terrain, which are inconvenient for people and the management work of local authorities.
When selecting and determining the name of an administrative unit formed after the arrangement, it is necessary to choose a meaningful name that is consistent with the historical, traditional, and cultural factors of the locality; it is necessary to widely consult the opinions of the people, and at the same time consult with experts and cultural researchers; priority should be given to using one of the existing names of the administrative units before the arrangement or the name that has been used in the history of the formation and development of the administrative unit.
Proactively review and consider temporarily suspending approval and implementation of new investment projects for construction, repair, renovation and upgrading of public headquarters at administrative units expected to be merged or adjusted into other administrative units, ensuring thrift practice and anti-waste./.
