Notice of admission to work as civil servants of State administrative agencies of Nghe An province
(Baonghean.vn) - Pursuant to Plan No. 145/KH-UBND dated March 2, 2022 of the People's Committee of Nghe An province on receiving and recruiting civil servants; Official Dispatch No. 1667/UBND-TH dated March 15, 2022 of the People's Committee of the province on the plan to recruit civil servants in 2022, the Department of Home Affairs of Nghe An province announces the reception of civil servants of state administrative agencies of Nghe An province, specifically as follows:
I - SUBJECTS, STANDARDS, CONDITIONS FOR REGISTRATION TO BE A CIVIL SERVANT
1. Object
a) Civil servants working at public service units;
b) Commune-level officials and civil servants;
c) People receiving salaries in the people's armed forces, people working in key organizations but are not civil servants.
2. Conditions and standards.
Subjects meeting the conditions for registration for recruitment specified in Clause 1, Article 36 of the Law on Cadres and Civil Servants, not within the disciplinary period, not within the implementation period of regulations related to discipline specified in Article 82 of the Law on Cadres and Civil Servants amended and supplemented in Clause 17, Article 1, Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees and the following standards and conditions: Must have at least 05 years of work experience (excluding probationary and probationary periods, if there is a period of discontinuous work, it can be accumulated, including previous work experience in job positions in the cases specified in Points a, b, c and d, Clause 1, Article 18, Decree 138/2020/ND-CP) doing work that requires professional training qualifications appropriate to the job position to be recruited.
II - JOB POSITION, RECRUITMENT QUALIFICATIONS FOR CIVIL SERVANTS AND PROFESSIONAL QUALIFICATIONS REQUIREMENTS

III - CONTENT AND FORM OF EXAMINATION
1. Test and assessment content:
- Check the standards, conditions, diplomas, certificates, and certifications of the proposed candidate according to the requirements of the job position to be recruited;
- Organize an assessment of the general knowledge and professional and technical competence of the proposed candidate related to the requirements of the job position to be recruited.
2. Test and assessment form: Interview or written or a combination of interview and written.
IV - RECEIVING APPLICATIONS, COMPONENTS OF APPLICATIONS FOR RECRUITMENT TO CIVIL SERVANTS
1. The agency employing civil servants with a quota for recruitment shall receive the applications of those wishing to register for recruitment; prepare a document with a list of those eligible to participate in the recruitment;
2. The profile of the person proposed to be accepted as a civil servant includes:
a) Proposal document of the civil servant employing agency with attached list;
b) The civil servant's CV according to form 2C-BNV/2008 must be prepared at least 30 days before the date of submission of the application, with confirmation from the agency, organization or unit where the employee works;
c) Copies of diplomas and certificates as required for the job position;
In case the proposed candidate has a professional graduation certificate with output standards in Foreign Language or Information Technology according to regulations that corresponds to the requirements of the job position, he/she does not have to submit a Foreign Language or Information Technology Certificate.
In case the proposed applicant meets the requirements for exemption from the Foreign Language or Information Technology exam as prescribed in Clause 1, Article 8 of Decree No. 138/2020/ND-CP, he/she does not have to submit the Foreign Language or Information Technology Certificate.
d) Health certificate issued by a competent health authority no later than 30 days prior to the date of application submission;
e) Self-assessment and evaluation of the proposed candidate regarding political qualities, moral qualities, professional qualifications and capacity, and work process, confirmed by the head of the agency, organization, or unit where he/she works.
g) Copies of decisions on recruitment, acceptance, appointment, and salary increase of the proposed recipient.
V - LOCATION AND TIME FOR SUBMITTING APPLICATIONS
1. Place to submit application documents: The agency employing civil servants submits the application documents (according to the provisions in Clause 2, Section IV of this Notice) directly or via the postal public service of the post office to the Nghe An Provincial Public Administration Service Center, address: No. 16, Truong Thi Street, Vinh City, Nghe An Province.
2. Application deadline: 20 days, from March 17, 2022 to April 6, 2022.

VI - TIME OF ORGANIZING TEST AND EXAMINATION
Test and assessment time (expected): April 2022.
