Announcement on recruitment of civil servants and public employees into agencies and public service units of the Party, Fatherland Front and socio-political organizations of Nghe An province in 2024

Pursuant to Plan No. 251-KH/TU, dated May 28, 2024 of the Provincial Party Standing Committee on recruitment of civil servants and public employees into Party agencies, the Fatherland Front and socio-political organizations of Nghe An province in 2024, the Provincial Party Organizing Committee - the Standing agency of the Recruitment Council announces recruitment, specifically as follows:

1. Conditions for registration

Applicants for recruitment into civil servants and public employees must meet all the conditions specified in Clause 1, Article 36 of the Law on Cadres and Civil Servants; Article 22 of the Law on Public Employees; Regulation No. 58-QD/TW dated February 8, 2022 of the Politburo stipulating a number of issues of internal political protection of the Party, meeting the requirements of the job position to be recruited and the following conditions:

- Candidates for research and advisory positions in Party advisory and support agencies and lecturers at district-level political centers must be Party members.

- Candidates for the position of Youth Union specialist are given priority to those with cultural, artistic, physical education, sports talents, social work skills, and experience in Youth Union work and youth movements.

- University degree or higher, with specialized training and other conditions suitable to the requirements of the job position to be recruited (Appendix attached).

Diplomas issued by foreign training institutions must be translated into Vietnamese and recognized by the Ministry of Education and Training at the time of application submission.

- The following people are not allowed to register for civil servant and public employee recruitment:

+ Not residing in Vietnam.

+ Loss or limitation of civil conduct.

+ Being prosecuted for criminal liability; serving or having completed serving a criminal sentence or decision of the court but not having had the criminal record cleared; being subject to administrative measures of being sent to a compulsory drug rehabilitation facility or compulsory education facility.

2. Number of jobs, positions and recruitment requirements

The recruitment target for civil servants and public employees in 2024 is 28 targets (including 27 civil servants and 01 public employee) belonging to 16 units.

3. Register for the exam

3.1. Each candidate can register for 01 job position. In case a candidate applies for 02 positions or more, and declares false information, he/she will be removed from the candidate list or have his/her exam results canceled.

3.2. Application documents include:

- Application form (according to form).

- Copy of Birth Certificate.

- Notarized copies of diplomas, certificates, and academic results. In case the diploma is issued by a foreign training institution, it must be notarized and translated into Vietnamese, and have the diploma recognized by the Ministry of Education and Training at the time of application submission.

- Health certificate issued by a competent health authority within 30 days from the date of application submission.

- Certificate of priority in civil servant recruitment (if any) certified by competent authority.

- 02 4x6 photos taken within the last 6 months (write full name and date of birth on the back), 03 stamped envelopes with the candidate's contact address clearly written on them.

The file bag must include full name, notification address, contact phone number and file list.

In case the candidate is an official of a public service unit; a person working in a state-owned enterprise; a cadre, civil servant, or part-time worker at the commune level, if he/she registers for the exam, he/she must have written consent from the head of the agency or unit where he/she is working.

4. Time and place for receiving applications and organizing preliminary selection

4.1. Time for receiving documents:

From May 29, 2024 to June 28, 2024. Receive applications during office hours. Candidates who have submitted their application and exam fee but do not take the exam will not have their application and fee refunded.

4.2. Place to receive application and organize preliminary selection:

- Submit the application to the agency or unit that registered for the recruitment. In case the application meets the requirements but the unit does not accept the application, a specific complaint must be submitted to the Provincial Party Committee's Organizing Committee. The Provincial Party Committee's Organizing Committee will review, accept and return it to the agencies or units to compile into the recruitment list.

- After the deadline for receiving applications, within 05 working days, districts, cities, town Party committees, agencies and units must organize preliminary selection, make a list and send the applications of qualified and qualified candidates to the Provincial Party Committee's Organizing Committee.

4.3. Application fee: 500,000 VND/01 application.

5. Recruitment form: Exam

5.1. The civil service examination is conducted in 2 rounds, as follows:

a) Round 1: Test of general knowledge and abilities

- Exam format: Multiple choice test on computer

- The exam consists of 2 parts:

Part I: General knowledge, 60 questions on general understanding of the political system, organization and apparatus of the Party, State, socio-political organizations; state administrative management; civil servants, public service and other knowledge to assess capacity. Exam time 60 minutes.

Part II: English, 30 questions as required by the job position. Test duration 30 minutes.

- Exemption from foreign language test for the following cases:

+ Have a university or postgraduate degree in foreign languages.

+ Have a university or postgraduate degree issued by a foreign educational institution and recognized in Vietnam according to regulations.

+ Have a certificate of ethnic minority language to apply for work in ethnic minority areas; be an ethnic minority to apply for work in ethnic minority areas (in 5 districts of Ky Son, Tuong Duong, Con Cuong, Quy Chau, Que Phong)

- The results of round 1 are determined based on the number of correct answers for each part of the exam as specified in Point a, this Section. If the candidate answers 50% or more of the questions correctly for each part of the exam, he/she will be allowed to continue to round 2.

b) Round 2: Exam in specialized professional subjects

- Exam format: Based on the nature, characteristics and requirements of the job position to be recruited, the Recruitment Council decides on 1 of 3 exam formats: Interview; written; combined interview and written.

- Exam content: Test knowledge of the Party's guidelines and policies, laws on the recruitment industry and field; public service performance skills of candidates according to the requirements of the job position to be recruited.

- Exam time: Interview 30 minutes; written exam 180 minutes. In case of choosing the combined interview and written exam format, the interview time and written exam time will be implemented according to the regulations in this Point.

- Score (Interview; written; combined interview and written): 100 points.

5.2. The recruitment exam for civil servants (Lecturers at district-level political centers) is conducted in 2 rounds, as follows:

a) Round 1: General knowledge test

- Exam format: Multiple choice on computer.

- The exam content consists of 02 parts, specifically as follows:

Part I: General knowledge, 60 questions on understanding civil servant law, Party policies and guidelines, policies and laws on recruitment sectors and fields. Exam time 60 minutes.

Part II: English, 30 questions as required by the job position. Test duration 30 minutes.

- Exemption from foreign language test for the following cases:

+ Have a university degree or higher in foreign languages ​​(English, Russian, French, German, Chinese or other foreign languages)

+ Have a diploma of the same training level or at a higher training level than the professional training level required for the job position, study abroad or study in a foreign language (English, Russian, French, German, Chinese or other foreign languages ​​required for the job position) in Vietnam, recognized by a competent authority or automatically recognized according to the provisions of law.

+ Have a professional diploma with output standards in foreign languages ​​according to regulations with value equivalent to or higher than the foreign language standards required by the job position applied for.

+ Have a certificate of ethnic minority language to apply for work in ethnic minority areas; be an ethnic minority to apply for work in ethnic minority areas (in Ky Son, Tuong Duong, Con Cuong, Quy Chau, Que Phong districts)

- The results of round 1 are determined based on the number of correct answers for each part of the exam as specified in Point a, this Section; if the candidate answers 50% or more of the questions correctly for each part of the exam, he/she will be allowed to continue to round 2.

b) Round 2: Exam in specialized professional subjects

- Exam format: Based on the nature, characteristics and requirements of the job position to be recruited, the Examination Council decides to choose 1 of 3 exam formats: Oral or practical or written.

In case of choosing the written test format, you can choose one of three formats: Multiple choice or essay or multiple choice combined with essay.

- Exam content: Test knowledge and professional skills of candidates according to the requirements of the job position to be recruited.

- Exam time: 30 minutes for oral exam (candidates have no more than 15 minutes to prepare, not included in exam time); 180 minutes for writing (not including time for copying questions); practical exam time is decided by the Examination Council based on the nature and characteristics of the professional activities of the job position to be recruited.

- Scoring scale (oral, practical, written): 100 points.

6. Time, location of the exam, review materials

The exam is expected to be held in July 2024. The exam council will announce the time, location, and review materials for the units and candidates.
