Notice on issuing health insurance cards with new structure, with two-dimensional barcodes

(Baonghean) - Pursuant to the Law on Health Insurance (BHYT) No. 25/2008/QH12 dated November 14, 2008; Law amending and supplementing a number of articles of the Law on Health Insurance No. 46/2014/QH13 dated June 13, 2014; Decision No. 1351/QD - BHXH dated November 16, 2015 of the General Director of Vietnam Social Security (BHXH) on promulgating codes on health insurance cards; Official Dispatch No. 1199/BHXH-PC dated April 9, 2015 of Vietnam Social Security on guiding the implementation of procedures for issuing identification codes in 6 provinces and cities (including Nghe An province); Official dispatch No. 5093/BHXH-CST dated December 15, 2015 of Vietnam Social Security on agreeing to allow Nghe An Provincial Social Security to issue cards according to the identification number structure in Decision 1351/QD-BHXH and to ensure uniformity and uniformity of the code set recorded on the health insurance cards of all participants, to facilitate the work of health insurance examination and treatment, Nghe An Provincial Social Security respectfully announces:

New health insurance card model issued by Nghe An Social Insurance from July 15, 2016.

1. Nghe An Social Insurance has printed and reissued all health insurance cards with the new card code structure with two-dimensional barcodes as prescribed in Decision 1351/QD-BHXH. Starting from July 15, 2016, Nghe An Social Insurance has stopped issuing and using cards using the old card code structure, including cards that are still valid after July 15, 2016. (Except for cards with the subject code printed on the card as DT, DK, which are still implemented according to Official Dispatch No. 1134/BHXH-CST dated June 30, 2016 of Nghe An Social Insurance).

2. In case a health insurance card holder is using a health insurance card with the old card code structure and is undergoing treatment at a medical facility before July 15, 2016, the old card will still be used for treatment until the end of the treatment period.

3. Regarding the information about “Date of Birth” on the health insurance card, there are currently 2 groups: The group that fully shows the day, month, and year of birth and the group that shows each year of birth. For the group that shows each year of birth, for now, the units will still accept health insurance cards to ensure the rights of cardholders. Nghe An Provincial Social Insurance will coordinate with individuals and units managing the subjects to fully supplement information and complete the management database.

4. The card has a new structure in Decision 1351/QD-BHXH with the information recorded on the health insurance card as follows: The health insurance card code consists of 15 characters, including:

+ The first 5 characters include: the first 2 characters are the code of the health insurance participant, the 3rd character is the code of the health insurance benefit, the next 2 characters are the code of the province where the health insurance card is issued;

+ Last 10 characters (social insurance identification code): The first 2 characters are the province code (where the code is issued to individuals registering to participate in social insurance and health insurance for the first time) according to the regulations on province codes issued with Decision No. 124/2004/QD-TTg dated July 8, 2014 of the Prime Minister; The next 8 characters are the serial number of the social insurance and health insurance participant in the province, taken from natural numbers from 00000001 to 99999999.
