Notice on stopping renewal and use of medical examination and treatment cards

(Baonghean) - Pursuant to Official Dispatch No. 1018/TTg-KGVX dated June 10, 2016 of the Prime Minister on strengthening the development and expansion of health insurance participants; Official Dispatch No. 2783/BHXH-BT dated July 27, 2016 of the Vietnam Social Security (VSS) on implementing a number of contents on developing health insurance participants; Official Dispatch No. 6246/UBND-KT dated August 25, 2016 of the People's Committee (PC) of Nghe An province on making a list of health insurance card issuance in 2016 for groups of ethnic minorities living in difficult socio-economic areas, people living in especially difficult socio-economic areas; People living in especially difficult communes in coastal areas, Nghe An Provincial Social Security respectfully announces:

1. Nghe An Provincial Social Insurance has printed and issued new health insurance cards.for ethnic minority groups living in economically and socially disadvantaged areas, people living in economically and socially disadvantaged areas; People living in extremely disadvantaged communes in coastal areas (subject codes on the card: DT, DK, expiry date on the card from September 1, 2016 to December 31, 2016). From September 10, 2016, Nghe An Provincial Social Insurance stops extending the use of health insurance cards issued in 2015 for the above groups of subjects issued by Nghe An Provincial Social Insurance. Accordingly, Official Dispatch No. 97/BHXH-GĐBHYT dated January 15, 2016 on extending the use of health insurance cards in 2016; Point 1, Official Dispatch No. 1134/BHXH-CST dated June 30, 2016 of Nghe An Provincial Social Insurance on extending health insurance cards for cards with the subject code written on the DT and DK cards that are no longer valid. From September 10, 2016, the above subjects when going for medical examination and treatment must present the newly issued 2016 health insurance card with valid validity to enjoy benefits according to regulations.

Vinh City Social Insurance officers conduct a review of households participating in health insurance at Block 16, Hung Loc (Vinh City).

2. From September 10, 2016,Health insurance cards issued by Nghe An Provincial Social Insurance that are still valid and have been initially registered for medical examination and treatment at the following medical examination and treatment facilities are no longer valid because the medical examination and treatment facilities have stopped signing health insurance medical examination and treatment contracts with Nghe An Provincial Social Insurance, specifically: Medical examination and treatment facility Hanh Lam Tea Processing Enterprise Medical Station, Thanh Chuong District, medical examination and treatment facility code: 40147; Medical examination and treatment facility Xa Doai Bishop's Palace General Clinic, Nghi Loc District, medical examination and treatment facility code: 40564; Medical examination and treatment facility Con Cuong Town Medical Station, Con Cuong District, medical examination and treatment facility code: 40259;

In addition, in 2016, Nghe An Provincial Social Insurance stopped providing medical examination and treatment services to the following medical examination and treatment facilities: Nghe An Petroleum Construction Joint Stock Company Medical Station (medical examination code: 40538); Vinh Locomotive Medical Station (medical examination code: 40048); 423 Construction and Trading Joint Stock Company Medical Station (medical examination code: 40052); 419 Transport Construction Company Medical Station (medical examination code: 40054).

3. Regarding information about "Time of 5 consecutive years..." on the health insurance card

Due to the data conversion process on the software for managing industry activities (3S software), some health insurance cards issued by Nghe An Social Insurance have not shown the time of 5 consecutive years. Therefore, when a person with a health insurance card receives treatment at a medical facility and the amount of co-payment for medical examination and treatment costs in the right place in the year is greater than 6 months of basic salary, the medical facilities will guide the person with a health insurance card to coordinate with Nghe An Social Insurance agency to determine the time of continuous health insurance participation to enjoy benefits in accordance with regulations.

Nghe An Provincial Social Insurance respectfully informs and respectfully requests the Health Insurance Assessment Center and Multi-level Center in the Northern region; the Health Insurance Assessment Center and Multi-level Center in the Southern region; Social Insurance of provinces and centrally-run cities; Social Insurance of the Ministry of National Defense, Social Insurance of the Ministry of Public Security to notify medical examination and treatment facilities in the area, creating favorable conditions for patients with health insurance cards./.
