Press release of the 37th session of the Central Inspection Commission
From March 6 to 8, 2024, in Hanoi, the Central Inspection Commission held its 37th meeting. Comrade Tran Cam Tu - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.

At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:
I-Implementing the direction of the Central Steering Committee on preventing and combating corruption and negativity, after reviewing the inspection results when there were signs of violations against the Party Committee of the Ministry of Labor, War Invalids and Social Affairs, the Central Inspection Committee found that:
The Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs violated the principle of democratic centralism and working regulations; lacked responsibility and loosened leadership and direction, allowing the Ministry and a number of organizations and individuals to seriously violate Party regulations and State laws in advising and implementing mechanisms and policies on vocational training; and in implementing bidding packages carried out by the International Progress Joint Stock Company (AIC) and enterprises in the AIC ecosystem.
The above violations have affected the implementation results of the Vocational Training Development Strategy, causing serious and difficult-to-remedy consequences; risking huge losses and wastes of State money, assets and social human resources; causing public outrage, negatively affecting the reputation of Party organizations and State management agencies, to the point of requiring consideration and disciplinary action.
Responsibility for the above violations belongs to the Party Committee of the Ministry of Labor, War Invalids and Social Affairs for the terms 2011-2016, 2016-2021 and comrades: Dao Ngoc Dung, member of the Party Central Committee, Secretary of the Party Committee, Minister;Pham Thi Hai Chuyen, former member of the Party Central Committee, Secretary of the Party Committee, Minister; former members of the Party Committee, Deputy Ministers: Nguyen Ngoc Phi, Huynh Van Ti, Doan Mau Diep, Le Quan; Comrade Nguyen Tien Dung, former Director General of the General Department of Vocational Training; former Party Committee Secretaries, Directors General of the General Department of Vocational Education: Duong Duc Lan, Nguyen Hong Minh; Comrade Truong Anh Dung, Party Committee Secretary, Director General of the General Department of Vocational Education; Pham Quang Phung, Party Cell Secretary, Director of the Department of Financial Planning, Ministry of Labor, War Invalids and Social Affairs.
Related to the above violations are also the responsibilities of a number of other party organizations and party members.
The Central Inspection Commission requested the Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs and party organizations in a number of related units to coordinate, direct the review, consider responsibilities, and discipline party members who have violated according to their authority, and report the results to the Central Inspection Commission.
II-Reviewing the inspection results when there were signs of violations against the Party Committee of the People's Court of Kon Tum province, the Central Inspection Committee found:
The Party Executive Committee of the Kon Tum Provincial People's Court violated the principle of democratic centralism, working regulations and personnel work; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Court and a number of district-level courts to violate Party regulations, State laws, and regulations of the Court sector in adjudication work; applied laws and mitigating circumstances, temporarily suspended, granted suspended sentences, and postponed the execution of prison sentences that were not in accordance with the nature and severity of the crime; annulled and amended many judgments in violation of legal provisions.
The above violations and shortcomings caused serious consequences, negative public opinion in society; affected the fight against crime, the reputation of the Party organization and the Kon Tum Provincial Court, to the extent that disciplinary action must be considered.
Responsibility for the above violations and shortcomings belongs to the Party Committee of the Kon Tum Provincial People's Court for the 2015-2020 and 2020-2025 terms and comrades Do Thi Kim Thu, Secretary of the Party Committee, Chief Justice; Nguyen Tien Tang - Member of the Party Committee, Deputy Chief Justice of the Provincial People's Court. Related to the above violations and shortcomings, there is also responsibility of a number of Party organizations and Party members at the Kon Tum Provincial Party Committee.
The Central Inspection Commission requested the Standing Committee of Kon Tum Provincial Party Committee to seriously review, draw profound lessons, promptly overcome the violations and shortcomings that have been pointed out; direct the review and consideration of responsibilities for organizations and individuals with violations and shortcomings, and report the results to the Central Inspection Commission.
III-Considering the proposal of the Party Executive Committees of Phu Yen, Gia Lai, and Ha Giang provinces on disciplining violating party members, the Central Inspection Commission found that:
ComradesPham Dinh Cu, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Phu Yen province; Nguyen Tu Son, former member of the Provincial Party Committee, Director of the Department of Education and Training of Gia Lai province; Nguyen The Binh, member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Education and Training of Ha Giang province, have degraded in political ideology, morality, lifestyle, violated regulations on what party members are not allowed to do and the responsibility to set an example, violated the Party's regulations and the State's laws in performing assigned duties and tasks, causing very serious consequences, public outrage, and negatively affecting the reputation of the Party organization and local state management agencies.
Based on Party regulations, the Central Inspection Committee proposed that the Secretariat consider and discipline comrades Pham Dinh Cu, Nguyen Tu Son, and Nguyen The Binh.
IV-Reviewing the results of the supervision of the Party Executive Committee and its members, the Central Inspection Commission found that, in addition to the basic advantages, the Party Executive Committee and its members also had a number of violations, shortcomings, and limitations in leadership, direction, development, and implementation of the Working Regulations; personnel work; civil judgment enforcement; law making, law enforcement monitoring; inspection of legal documents, judicial records, judicial support; settlement of international investment disputes; implementation of a number of investment projects; and declaration of assets and income.
The Central Inspection Commission requests the Party Executive Committee and members of the Party Executive Committee of the Ministry of Justice to promote their strengths, promptly lead and direct the review, draw lessons, overcome the violations and shortcomings that have been pointed out, and report the results to the Central Inspection Commission.
