To create momentum to promote economic development, administrative reform has been identified as a key task in recent times. However, in localities, agencies and units in the province, although there have been certain changes, this work has not yet had a breakthrough as required and set goals.

This is also the issue that our provincial department leaders are particularly interested in discussing at this meeting. I found that the Standing Committee of the Provincial Party Committee answered the questions very satisfactorily, focusing on the specific results of administrative reform work as well as providing solutions to improve the effectiveness of this work in the province.

At the same time, in response to the concerns of the delegates, Chairman of the Provincial People's Committee Thai Thanh Quy said: administrative reform is related to all activities of the political system. Therefore, at present and in the future, the province always puts this as a top priority.

In particular, provincial leaders will study appropriate policies to reward and encourage collectives and individuals with initiatives contributing to administrative reform work at their agencies and units.

At the same time, it is emphasized that the decisive factor for the success of this work is the proactive and self-aware awareness of each cadre, civil servant and public employee. In particular, it is emphasized that the role and responsibility of the team leaders and deputy department heads must set an example for their colleagues.

With that message from the Provincial Standing Committee, I think the conference meets the aspirations of the staff working in advisory work. Through this meeting, the team of leaders of departments and agencies will have a re-evaluation of their responsibilities, must have a higher attitude and sense of responsibility in performing their tasks to ensure the best quality of advisory work for the heads of their agencies and units.

This is a very meaningful program. We feel that the provincial leaders always listen, care and accompany the team directly advising on the implementation of Party resolutions, policies and laws of the State. Surely, after this meeting, each of us will be more confident and motivated to contribute.

After this program, we hope that provincial leaders will continue to pay attention and find ways to resolve the concerns and worries of department-level leaders.

I believe that after this meeting, each department leader will be proactive, proactive, accompany and share with the provincial leaders to continue to advise on better implementation of professional tasks.

Overcoming the situation of "too many teachers, not enough workers"

I think the conference has basically met the set goals and requirements, initially creating a good effect. The discussion opinions, questions from the department-level leadership team and the answers and further instructions from the Standing Committee of the Provincial Party Committee have reflected the reality and concerns about the socio-economic development situation and Party building work, as well as some upcoming key tasks that need to be focused on leading and directing the implementation of the province.

Some thoughts, feelings, and responsibilities of the department-level leadership team have been expressed, discussed, and shared with the Standing Committee of the Provincial Party Committee. However, I see that the determination and enthusiasm in discussing and proposing solutions to improve the field that the department leadership team is advising on has not been clearly demonstrated.

There have not been many frank and "suggestive" opinions contributing to the province's socio-economic development strategy, especially contributing to the content of the documents of the 19th Provincial Party Congress and the upcoming 13th National Party Congress.

At the conference, I was honored to present a paper: "Current situation and solutions for implementing the exemplary role of cadres and party members, especially leaders, in implementing the Party's guidelines and policies and the State's laws and policies". This is a very important content, related to the quality of party organizations, cadres and party members; related to the implementation of political tasks; related to the relationship between the Party and the people.

However, in reality, setting an example is still facing difficulties and challenges. To do that, I think that the team of department-level cadres, especially the heads of Party committees, agencies and units, should proactively look back and review their work, and review whether they have actually complied with the regulations on setting an example or not? Is their influence on their families, relatives, people, neighborhoods and agencies substantial?

At the same time, I also hope that leaders at all levels will be more thorough in evaluating and appointing cadres, especially department-level cadres, because in the past, there was still a situation of "too many teachers, not enough workers"; some departments and boards had many leaders and managers, but lacked specialists; there was a situation of too many deputy heads in some agencies and units,...

Effectively concretize the development strategy of the West

Through monitoring, I saw that at the meeting between the Standing Committee of the Provincial Party Committee and the leaders of the departments and equivalent agencies of the province, the issue of developing the Western region was discussed and questioned by the delegates with the Standing Committee of the Provincial Party Committee.

As the Chairman of the Provincial People's Committee affirmed: The Western region is identified as one of the three key economic regions of the province. Building a comprehensively strong Western Nghe An is an extremely important task for the cause of socio-economic development, ensuring long-term national defense and security of Nghe An province, the North Central region and the whole country.

However, the socio-economic situation of the Western region still faces many challenges and risks in the short and long term. This requires the locality to promote its internal strength, especially to create changes in the thinking and production practices of ethnic minority people to develop the economy, reduce poverty and protect security and national defense in the province's border areas.

For example, Na Ngoi commune is a locality with advantages in land and climate to develop medicinal plants under the forest canopy, but this potential has not been exploited. Or, ginger is an easy-to-grow plant with high income for the local people, which has been grown for many years. However, this model is only at spontaneous planting and consumption without any connection with organizations and businesses to consume the products, so the price is still fluctuating, with good harvests and low prices.

Therefore, we hope that the strategic solutions that the Chairman of the Provincial People's Committee proposed at the conference will soon be concretized to create a shift in the agricultural and forestry economic structure towards increasing the proportion of forest economy, medicinal plants, and specialty plants in the Western Nghe An region; building and replicating effective economic models suitable for each ecological region in the area as well as encouraging and creating conditions for businesses to invest in agriculture and forestry in the Western region of the province.

Recently in Vinh city, there have been many pressing issues that the provincial leaders have paid attention to and directed to be resolved, such as reopening Ho Tong Thoc street... so I am very excited and confident.

Through monitoring, it is known that recently the Standing Committee of the Provincial Party Committee organized a meeting with department-level leaders of provincial agencies. This is very good to encourage and promote the staff working from department-level leaders down. Because as the old saying goes: "The sacredness depends on the subordinates".

I hope that in the coming time, the fight against corruption will be carried out more vigorously. There must be a mechanism to detect and handle petty corruption, even at the ward and commune levels.

Another wish is to focus on attracting investment to the province, including Vinh city. I think Vinh city needs projects to develop tourism and services more strongly because this is an advantage.
