(Baonghean.vn) -As previously reported, this afternoon, the 4th Session of the 16th term of the Nghe An Provincial People's Council continued its work and held its closing session. The session was chaired by comrades: Tran Hong Chau – Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Dinh Thi Le Thanh - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; and Tran Van Mao - Standing Member of the Provincial People's Council.

In the afternoon, the Provincial People's Council heard a summary of the discussions in the working groups. Following this, the delegates continued their discussions in the plenary session, reaching a high degree of consensus on the draft presentations and resolutions to be considered and decided at this session. Some delegates raised concerns, such as regarding the draft resolution on supplementing outstanding loans from the State Treasury in the 2012 state budget, requesting further clarification on the effectiveness of using the borrowed funds and the proposed solutions for debt repayment. Some delegates also suggested adding town police officers to the scope of the adjustment, and providing additional insurance coverage for permanent police officers.

Regarding the draft resolution on allowances for collaborators working in child protection and care in villages and hamlets, some opinions suggested that the concurrent positions in villages and hamlets and the allowance support regime for these positions need to be reviewed to ensure fairness with other positions. The Provincial People's Committee and the agencies in charge of drafting the resolutions, as well as some related sectors such as the Provincial Police; the Provincial Military Command; the Department of Culture, Sports and Tourism; the Department of Internal Affairs; the Department of Labor, War Invalids and Social Affairs... focused on further explaining some issues that delegates still had concerns about or differed opinions on.

Subsequently, the Provincial People's Council voted to approve eight resolutions, including: a resolution on the number of deputy commanders of commune-level military commands and policies for militia and self-defense forces in the province; a resolution on the number, policies, and uniforms for commune police forces; a resolution on amending and supplementing the nutrition regime for coaches and athletes; a resolution on allowances for collaborators working in child protection and care in villages and hamlets; a resolution on environmental protection fees for mineral exploitation activities; a resolution on supplementing outstanding loans from the State Treasury in the 2012 state budget; a resolution requesting adjustments to regulations on the subjects, rates, and payment methods for registration fees for secured transactions and fees for providing information on secured transactions in the province; and a resolution of the Standing Committee of the Provincial People's Council on supplementing the program for issuing resolutions of the Provincial People's Council in 2012.

At the conclusion of the 4th session, on behalf of the Provincial People's Council, Comrade Tran Hong Chau – Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council – delivered the closing speech. He requested that following this session, the Provincial People's Committee develop specific plans and solutions, mobilizing all resources to effectively implement the resolutions passed by the Provincial People's Council. He also requested that the Provincial Fatherland Front Committee and its member organizations within the political system closely coordinate with the People's Councils and People's Committees at all levels in all areas of activity. The Standing Committee, the Committees of the Provincial People's Council, the delegate groups, and the delegates of the Provincial People's Council actively fulfill their responsibilities, contributing to the excellent completion of tasks in the remaining months of 2012.
