Passing the Resolution confirming the qualifications of 499 elected National Assembly deputies of the 15th tenure
On the morning of July 12, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, Chairman of the National Election Council, the National Election Council held its 8th session, the final plenary session to review remaining work and vote to pass a Resolution confirming the qualifications of 499 elected National Assembly deputies of the 15th tenure.

Nearly 70 million voters went to the polls
On June 10, the National Election Council announced the official list of 499 elected deputies to the 15th National Assembly. According to the Law on Election of Deputies to the National Assembly and People's Councils at all levels, today (July 12) is the deadline for considering complaints and denunciations related to the election and confirming the qualifications of National Assembly deputies.
With nearly 70 million voters going to the polls, overcoming unprecedented difficulties due to the impact of the Covid-19 pandemic, the largest-ever election was a great success. According to the National Assembly Chairman, this is an important factor that determines the success of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term under the close leadership of the Party Central Committee, the Politburo, the Secretariat and the very responsible, methodical, careful and thoughtful direction from the National Election Council, Party committees at all levels, the Fatherland Front, People's Councils, and Election Committees at all levels from the central to local levels.
Up to this point, all localities have successfully organized the first session of the People's Councils at all levels for the 2021-2026 term, completing the consolidation of key leadership personnel of local governments. The National Assembly Chairman also signed to approve the election results of the Chairman and Vice Chairmen of the People's Councils of provinces and centrally run cities.
The National Assembly Chairman said that the first session of the 15th National Assembly will complete the key leadership personnel of the State, and at the same time complete the high-level personnel (according to the Central Committee's recommendation, 50 personnel) to complete all personnel work from the Central to local levels.
The Personnel Subcommittees and the Complaints and Denunciations Settlement Subcommittees, under the direct leadership of the Subcommittee Heads, continue to review and complete documents and submissions, ensuring strict compliance with legal regulations; review to complete all records and documents related to the election work; submit to the Chairman of the National Election Council for signing and promulgation of the Resolution confirming the qualifications of deputies to the 15th National Assembly for the elected candidates; carry out procedures for issuing National Assembly deputy cards; report to the National Assembly on the election results at the first session scheduled to open on July 20; the Central Emulation and Commendation Committee and the Ministry of Home Affairs complete records and procedures related to election commendation work.
Regarding the organization of the national online conference to summarize the election work, the National Assembly Chairman agreed with the proposal of the Office of the National Election Council, to organize it carefully, with quality but in a streamlined and compact manner, ensuring the requirements of preventing and fighting the Covid-19 pandemic. The National Assembly Chairman assigned the Chief of Office of the National Election Council to review the reasonable number of delegates attending the conference at the National Assembly House bridge; at the local level, depending on actual conditions, the number of participants will be reduced and the bridge can be directly connected to the districts.

At the meeting, the National Election Council listened to an updated report on some contents of the election since the 7th session of the National Election Council up to now; reviewed the report on the results of handling complaints and denunciations related to elected deputies to the 15th National Assembly; reviewed and confirmed the qualifications of deputies to the 15th National Assembly for 499 elected deputies...
On that basis, the National Election Council voted to pass a resolution confirming the qualifications of 499 people on the official list of elected deputies to the 15th National Assembly announced on June 10. Accordingly, the 15th National Assembly has 194 deputies nominated by central agencies and organizations; 301 deputies nominated by local agencies and organizations; 4 self-nominated deputies; the number of deputies expected to work full-time at the central level is 126 people, the number of deputies working full-time at the local level is 67 people.
Regarding the composition, there are 151 female delegates, accounting for 30.26%; 89 ethnic minority delegates, accounting for 17.84%; 47 young delegates under 40 years old, accounting for 9.42%; 14 non-Party delegates, accounting for 2.81%; 203 XIVth-term delegates re-elected or having been National Assembly delegates in previous terms, accounting for 40.68%; 296 delegates participating in the National Assembly for the first time, accounting for 59.32%. Regarding professional qualifications: 392 have a university degree or higher, accounting for 78.55%, of which 144 have a doctorate, 248 have a master's degree, 106 have a university degree; and 1 has a degree below university. There are 12 Professors and 20 Associate Professors.
With the above results, the structure and composition of the XV National Assembly deputies have reduced the number of deputies working concurrently in executive and judicial agencies, and increased the proportion of deputies working full-time. Although the proportion of National Assembly deputies expected to work full-time has not reached 40% compared to regulations, for the first time in the National Assembly terms, the proportion of National Assembly deputies expected to work full-time and elected is high, reaching 38.6% of the total number of National Assembly deputies. Combined structures such as the proportion of female deputies, young deputies, deputies from ethnic minorities, and re-elected deputies all met or exceeded the set targets.
Notably, for the first time in 15 National Assembly terms, the proportion of ethnic minority representatives reached 17.84%, the highest ever, and also the first time our country had representatives of two very small ethnic minorities (the Lu and Brau ethnic groups) in the National Assembly. The number of female National Assembly representatives was also the largest ever with 151 representatives, reaching 30.2%, bringing Vietnam to 51st place in the world, 4th in Asia and first in the Inter-Parliamentary Union Council of the Association of Southeast Asian Nations in terms of the proportion of female National Assembly representatives.
