Colonel Nguyen Duc Thinh:During the investigation, Department 3, Department C47 discovered that there was a group of people from Hanoi colluding with some people from Cao Bang to transport drugs from the Northwest to Hanoi, then go to Cao Bang, Lang Son to a third country for consumption.

After reporting to the Department's leadership, in March, the Department established a special project to combat this group of subjects. At around 3:00 p.m. on March 18, the detectives announced that there would be a "shipment" through National Highway 6... At this time, under the direction of Major General Nguyen Anh Tuan, Director of Department C47, the plan was implemented, and a detailed plan of attack was drawn with a ballpoint pen on A4 paper.

Accordingly, option 1 will arrest the subject at Luong Son Toll Station (Luong Son Town, Luong Son District, Hoa Binh Province).
