Accordingly, the Ministry of Public Security's Investigation Police Agency (C46) is continuing to investigate the case of Chau Thi Thu Nga and her accomplices committing fraud and appropriation of property at Housing Group Corporation and the B5 Cau Dien project, Bac Tu Liem district, Hanoi.

On August 25, 2016, the Ministry of Public Security's Investigation Police Agency concluded the first phase of the investigation, transferred the case file to the Supreme People's Procuracy to propose legal prosecution of the accused Chau Thi Thu Nga (former National Assembly delegate of the 13th term, Hanoi National Assembly Delegation) and her accomplices (including 7 accused) and continue the second phase of the investigation.

Previously, on January 8, 2015, the Investigation Police Agency (C46) of the Ministry of Public Security announced that it had initiated a criminal case, prosecuted, arrested, and searched Chau Thi Thu Nga for the crime of "Fraudulent appropriation of property". The investigation results determined that: From 2008 to present, the project to build CT5 and HH2 apartment buildings at B5 Cau Dien, Hanoi has not been approved by the Hanoi People's Committee for planning adjustment, and has not been granted a construction permit, but Ms. Nga and her accomplices at Housing Group have created their own models, symbols, locations, and areas of apartments and used them to sign 752 capital contribution contracts and collect 377,287,934,482 VND from investors, who are currently unable to pay.

Ms. Chau Thi Thu Nga's actions constituted the crime of "Fraudulent appropriation of property" under Article 139 of the Penal Code.
