New information on resettlement of the North-South high-speed railway project through Nghe An
The Provincial People's Committee has just agreed to assign the task of investor and issue investment decisions for resettlement area projects to the People's Committees of communes and wards.

The localities assigned the task include the People's Committees of 18 communes and wards: Hoang Mai, Quynh Van, Quynh Son, Quynh Luu, Hung Chau, Duc Chau, Quang Chau, Minh Chau, Dien Chau, An Chau, Tan Chau, Dong Thanh, Than Linh, Nghi Loc, Yen Trung, Hung Nguyen, Hung Nguyen Nam, Lam Thanh.
According to the Department of Finance, the implementation budget for the resettlement part will be supplemented with targeted funds for commune-level budgets to implement the project.
The Provincial People's Committee assigned the People's Committees of relevant communes and wards to base on assigned tasks and instructions from the Department of Finance to synchronously deploy project procedures in accordance with regulations, ensuring required progress.
Departments and branches: Construction, Finance, Agriculture and Environment, Industry and Trade, Southeast Economic Zone Management Board and related units urge, guide, and prioritize timely handling of local proposals to ensure progress. At the same time, during the implementation process, they are responsible for checking, monitoring and updating legal regulations; new directions and instructions of the Government, Central Ministries and branches to organize implementation or advise and propose to the Provincial People's Committee to ensure timeliness and compliance with regulations.
The Provincial People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Finance and relevant units to regularly inspect the implementation process, synthesize and report to the Provincial People's Committee on related issues according to regulations.
Nghe An Electricity Company coordinates with the People's Committee at the commune level to relocate the power system to serve the site clearance work (if any) and resolve procedures for connecting power to resettlement areas to ensure timely...
Previously, the People's Committee of Nghe An province issued a plan for site clearance and coordination in implementing the high-speed railway project on the North-South axis through the province. According to the plan, Nghe An strives to complete the procedures to start construction of at least 1 resettlement area before August 19, 2025; basically complete the resettlement areas in October 2026; basically hand over the site to the investor before December 2026 to ensure conditions for starting construction and implementing the project.
The North-South high-speed railway project is a key national infrastructure project, with a total length of 1,541 km, of which the section passing through Nghe An is 85.5 km long.
In Nghe An, the project directly affects 38 residential areas, with about 2,150 households having land within the clearance area, of which 1,942 households must be resettled.
To serve the resettlement arrangement, Nghe An plans to invest in about 30 resettlement areas, with a total area of more than 102 hectares and a total investment of about 1,450 billion VND.
Assigning the People's Committees of communes and wards as investors is a proactive step to speed up the implementation progress and assign direct responsibility to local authorities in site clearance for this national key project.
