Information regarding the football betting scandal that occurred at XM The V.NB Club.

According to a private source of the Nhan Dan online newspaper, the PC45 Department (Ninh Binh Provincial Police) discovered that at The Vissai Ninh Binh Cement Football Club (belonging to Hoang Phat Sports Co., Ltd.), during the 2014 V.League tournaments organized by the Vietnam Football Federation and the AFC Cup tournament organized by the Asian Football Confederation, some players showed signs of participating in gambling in the form of football betting and match-fixing.

The PC45 unit (Ninh Binh Provincial Police) worked with the leadership of The Vissai Ninh Binh Cement Club, represented by Mr. Pham Van Le - Director of Hoang Phat Sports Co., Ltd. (who is also the Managing Director of The Vissai Ninh Binh Cement Club) to verify information regarding some players in the team participating in football betting and match-fixing. On March 30, 2014, Mr. Pham Van Le, representing the company, submitted a report requesting the Criminal Investigation Agency of the Ninh Binh Provincial Police to investigate and clarify the matter.

Upon investigation, it was learned that The Vissai Ninh Binh Cement Football Club (belonging to Hoang Phat Sports Co., Ltd.) is currently participating in official tournaments including: the V-League 2014 national championship, the 2014 National Cup organized by the Vietnam Football Federation, and the AFC Cup 2014 of the Asian Football Confederation.
On March 18, 2014, The Vissai Ninh Binh Cement team played against Kelantan (Malaysia) in the AFC Cup. Prior to that, on March 15, 2014, at The Vissai Ninh Binh Hotel, midfielder Tran Manh Dung (number 21) met with players Nguyen Manh Dung (goalkeeper, number 25), Le Quang Hung (right back, number 20), and Le Van Duyet (wingback, number 5) to discuss betting on the match between The Vissai Ninh Binh Cement and Kelantan. Nguyen Manh Dung, Le Quang Hung, and Pham Van Duyet all agreed to participate. On March 16, 2014, The Vissai Ninh Binh Cement team, consisting of 18 players and 6 members of the management and coaching staff, traveled to Malaysia to prepare for the match. On March 17, 2014, at a hotel in Malaysia, Tran Manh Dung (midfielder wearing jersey number 21) invited other players including Nguyen Manh Dung (goalkeeper wearing jersey number 25), Le Quang Hung (right back wearing jersey number 20), Pham Xuan Phu (back wearing jersey number 29); Chu Ngoc Anh (right back wearing jersey number 20), Nguyen Gia Tu (back wearing jersey number 26); Phan Anh Tuan (forward wearing jersey number 18); Nguyen Van Hung (goalkeeper wearing jersey number 32); and Le Van Duyet (wingback wearing jersey number 5) to a meeting and agreed to participate in football betting on the match between The Vissai Ninh Binh Cement team and Kelantan team. The betting format was "over/under/draw," with a bet amount of 2,000,000,000 VND (two billion Vietnamese dong). If they lost, they would equally share the money to pay the debt; if they won, they would equally share the winnings. Tran Manh Dung and Nguyen Manh Dung used mobile phones (with Malaysian SIM cards) to contact Dao Duc Loi, born in 1978, residing in An Hung (An Duong, Hai Phong) to place bets. Dao Duc Loi agreed to accept the bets.

On the afternoon of March 18, 2014, before going to the stadium for the match, the individuals met again and agreed to bet on the "over/under/draw" game with a stake of 2 billion VND. Upon arriving at the stadium, Tran Manh Dung called Loi to place the bet, but Loi only accepted a bet of 1,020,000,000 VND (one billion twenty million dong). In this match, The Vissai Ninh Binh Cement won against Kelantan with a score of 3-2, and the individuals won 800 million VND from the bet. After the match, Tran Manh Dung informed the participants about the winnings.

On March 19, 2014, the The Vissai Ninh Binh Cement team returned to Ho Chi Minh City. Tran Manh Dung called Dao Duc Loi and asked him to transfer the money from gambling winnings. To avoid detection, Loi told Tran Manh Dung to have someone else in Ho Chi Minh City receive the money on his behalf, and Loi asked a gold shop in Hai Phong to transfer the money to the Nhat Ha Hotel. Since Tran Manh Dung had no acquaintances in Ho Chi Minh City, he contacted Nguyen Manh Dung. Nguyen Manh Dung then asked his friend Tran Cong Thanh, born in 1981, residing in Pham Thai Binh Ward, District 1, Ho Chi Minh City, who had a Ho Chi Minh City ID and household registration, to collect the 800 million VND that Loi had transferred. After receiving the money, Nguyen Manh Dung gave it back to Tran Manh Dung to distribute among those who had participated in the gambling.

* Regarding the betting format used by these individuals, it's "over/under/draw," meaning that based on the total score of the match, if there are fewer than 3 goals, the bet is lost; if there are 3 goals, it's a "draw" - no bet is paid; if there are 4 or more goals, the bet is won, regardless of which team wins or loses.

Regarding the winnings from the gambling, Tran Manh Dung distributed them to the other participants as follows:

The players who started in the match against Kelantan were Le Quang Hung, Le Van Duyet, Nguyen Gia Tu, and Nguyen Van Hung, each receiving 85 million VND.

- The reserve players, including Chu Ngoc Anh, Phan Anh Tuan, Nguyen Manh Dung, Pham Xuan Phu, and Tran Manh Dung, each received 75 million VND. Nguyen Manh Dung, however, had to return to Ninh Binh earlier and therefore did not receive his money; Tran Manh Dung gave the money to Pham Xuan Phu to hold on his behalf.

Tran Manh Dung gave Le Van Thang (midfielder wearing jersey number 16 for The Vissai Ninh Binh Cement team) - who knew about the football betting but did not participate - 20 million VND.

According to Tran Manh Dung's testimony, after Loi transferred the money to Dung, Hoang Danh Ngoc, the number 9 midfielder for The Vissai Ninh Binh Cement team, who did not participate in the match in Malaysia, sent a message to Tran Manh Dung stating that he knew Dung and other players were involved in football betting and threatened to report it to the coaching staff. Therefore, Tran Manh Dung asked Loi for 50,000,000 VND to give to Hoang Danh Ngoc. Tran Manh Dung stated that he voluntarily transferred the money to Hoang Danh Ngoc and that Hoang Danh Ngoc did not threaten or force Dung to give the money.

The investigation and verification process determined:

The person receiving the bets is Dao Duc Loi, born in 1978, residing in An Hung, An Duong, Hai Phong.

Authorities have summoned Dao Duc Loi for questioning, but he is currently not at home.

The person who collected the money on behalf of Nguyen Manh Dung was Tran Cong Thanh, born in 1981, whose former registered address was in So Dau Ward, Hong Bang District, Hai Phong City; in 2008, he moved his registered address to Nguyen Thai Binh Ward, District 1, Ho Chi Minh City.

* During the investigation at the Police Investigation Agency, the football players involved in illegal betting handed over their winnings, including:

1. Nguyen Van Hung: 85,000,000 VND
2. Le Quang Hung: 85,000,000 VND
3. Le Van Duyet: 85,000,000 VND
4. Nguyen Gia Tu: 85,000,000 VND
5. Tran Manh Dung: 90,000,000 VND (including 75,000,000 VND that Dung received and 15,000,000 VND that Dung gave as a commission for gambling to Loi)
6. Phan Anh Tuan: 75,000,000 VND
7. Nguyen Manh Dung: 75,000,000 VND
8. Pham Xuan Phu: 75,000,000 VND
9. Chu Ngoc Anh: 75,000,000 VND
10. Le Van Thang: 20,000,000 VND (did not participate in gambling but received 20,000,000 VND from Tran Manh Dung's gambling winnings)
11. Hoang Danh Ngoc: 50,000,000 VND (this is the money that Tran Manh Dung transferred through Dao Duc Loi)

Total amount of money seized by the investigating agency: 800 million VND

The Ninh Binh Provincial Police Investigation Agency is currently continuing its investigation to handle the case according to the law.
