Traffic opens on National Highway 1 project, section south of Ben Thuy Bridge - Ha Tinh City.

(Baonghean.vn) - On the morning of January 19, 2014, in Ha Tinh, the Ministry of Transport and the People's Committee of Ha Tinh province held a ceremony to inaugurate and put into use National Highway 1, the section from the south of Ben Thuy II Bridge to the north of Ha Tinh City.

Attending the ceremony were Central Committee members: Uong Chu Luu - Vice Chairman of the National Assembly, Dinh La Thang - Minister of Transport, and leaders of National Assembly committees, the Provincial Party Committee, and the People's Committee of Ha Tinh province. Representing Nghe An province were: Ho Duc Phoc - Secretary of the Provincial Party Committee, Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.

The project to expand and upgrade National Highway 1, the section from the southern end of Ben Thuy II Bridge to Ha Tinh City, is nearly 37 km long and was invested in by Cienco 4 under the BOT (Build-Operate-Transfer) model. The total approved investment capital for the project is VND 2,434 billion, financed by the Vietnam Investment and Development Bank (BIDV) under the 4-party credit package. Construction began on September 7, 2012. To date, after nearly 16 months of construction, the road has been completed 9 months ahead of schedule, saving more than VND 470 billion in construction costs.

After upgrading and expanding, the road meets the standards of a Class III road in the plains, with a roadbed width of 20.5m, a design speed of 80km/h, including 4 lanes for motorized vehicles and 2 lanes for non-motorized vehicles. The project is also a typical example of land clearance and ensuring traffic safety during construction, and was selected by the Ministry of Transport as a model project on ensuring traffic safety and environmental sanitation for projects expanding and upgrading National Highway 1.

The Minister of Transport presented certificates of commendation to outstanding individuals.

At the inauguration ceremony, Cienco4 leaders signed a cooperation program with the Provincial Youth Union, the Traffic Police Department, and the Ha Tinh Provincial Police regarding the implementation of objectives to control vehicle weight limits and speeds; prevent spillage of materials from mining operations around the area; and to raise awareness among residents along the route to ensure traffic safety, contributing to preventing traffic accidents on this road with the goal of being "Green - Clean - Beautiful - Safe and Smooth".

Representatives from Cienco 4 signed a cooperation program to ensure traffic safety on the road.

On this occasion, four individuals from Cienco 4 were honored with commendations from the Prime Minister; nine collectives and individuals received commendations from the Minister of Transport; and six collectives received commendations from the Chairman of the People's Committee of Ha Tinh province for their achievements in participating in the project. Also at the ceremony, Cienco 4 donated 10 charitable houses and Tet gifts to impoverished people in Ha Tinh province, with a total value of 1 billion VND.

On behalf of the Ministry of Transport, Deputy Minister Truong Tan Vien acknowledged Cienco 4's efforts in closely coordinating with local authorities and relevant agencies in the project's construction, and also highly appreciated the local authorities' land clearance work. At the end of the ceremony, central and local leaders and Cienco 4 officials cut the ribbon to officially inaugurate this section of the road.
