During the process of monitoring, collecting and verifying information, the Task Force has established a number of subjects residing in Dong Thanh commune with many suspicious signs. These are young people without stable jobs, often gathering to hang out and hang out.

The special task force paid special attention to a group of young men led by Dao Quang Tri, often called Tri Tri. According to many sources, Tri had previously directed his juniors, or directly “arranged” to bring the rice harvester to Yen Thanh to operate, receiving “commissions”.

Accordingly, the harvester owners from other localities came, afraid of collisions, afraid of not being able to harvest rice, so many people reluctantly followed the arrangement of this group and they were also afraid of cooperating with the authorities to do business in peace.

However, some local rice harvester owners protested and did not accept the "arrangement" of the brokers. A typical example was Mr. Phan Ba Than (born in 1957), residing in Dong Xuan hamlet, Dong Thanh commune, Yen Thanh district. Tri's group showed anger and resentment after repeatedly refusing to submit, threatening and forcing Mr. Thuan.

While the Task Force was actively collecting information, on the night of September 2, 2017, in Hong Nam hamlet, Quang Thanh commune (Yen Thanh), a rice harvester was burned and destroyed. The owner of the harvester was none other than Mr. Phan Ba Than. Mr. Than had left the rice harvester at a resident's house when it was burned and damaged.

Upon receiving the report of the incident, the Special Investigation Committee immediately sent a working group to the scene to grasp the situation, collect initial information, and at the same time deploy investigation measures. During the process of collecting information, Mr. Than said that he had been threatened many times by the "protectors" of rice harvests in Yen Thanh area to get the difference in money, but he did not agree, then they threatened to destroy the machine, beat people... Among them, the group of brokers led by Tri Tri had many times had "wars of words", even beating Mr. Than up.

While the incident of burning and destroying Mr. Than's harvester had just occurred, the Task Force received information that two of Tri Tri's "little brothers", Dang Ba Thuan and Nguyen Van Thong, had just fled the locality and entered Ho Chi Minh City. Using professional measures, the Task Force determined that it was likely that Tri Tri's group had burned and destroyed Mr. Than's harvester in Quang Thanh commune to take revenge. Therefore, after Thuan and Thong escaped to Ho Chi Minh City, on the one hand, the Task Force coordinated with the Ho Chi Minh City Police to monitor the movements of the two subjects, and on the other hand, actively investigated and monitored Dao Quang Tri's activities in the area.

After more than a month of fleeing the area, in early October 2017, when things seemed to have gone smoothly, Thuan and Thong returned home from Ho Chi Minh City and were immediately arrested by the investigation agency. Based on the statements of the subjects, on October 4, Yen Thanh District Police issued an emergency arrest warrant for Trinh Trong Nhat for concealing a crime. Knowing that he could not deny his crime, on October 6, 2017, the ringleader Dao Quang Tri went to the Yen Thanh District Police Investigation Agency to surrender.

At the investigation agency, the subjects stated that due to a conflict with Mr. Than in arranging the rice harvester to operate in the area, Tri called Nhat and Thong to order them to buy 0.5 kg of nails (5cm nails) to put in Mr. Than's rice harvester to destroy the machine. However, when they entered Mr. Than's house, because the fence was high, the wall was crisscrossed with barbed wire, and the family kept many guard dogs, the subjects could not carry out the act. Two days later, Thong and Thuan continued to go to Mr. Than's house to carry out the same act as before, but still could not do it!

Then, in early September 2017, when he learned that Mr. Than had brought a harvester to operate in Quang Thanh commune, Tri decided that this was an opportunity for his gang to take action and show him the truth. He sent his men to spy on where Mr. Than's harvester was stored to plan a sabotage.

At around 11:30 p.m. on September 2, Tri, Thong and Thuan rode two motorbikes to Quang Thanh commune. When they arrived, Tri brought 1.5 liters of gasoline and a knife, while Thong carried a bag of nails. When they arrived at the Hong Nam hamlet stadium, Quang Thanh commune, Thuan stayed behind to watch the motorbike, while Tri and Thong walked to Mr. Nguyen Van Nhan's house (Hong Nam hamlet, Quang Thanh commune) where Mr. Than parked the harvester.

Here, Tri instructed Thong to use a knife to cut the belt of the rice harvester and put 0.5 kg of nails in the engine compartment; then, Tri returned to the motorbike parking lot and gave Thong a bottle of gasoline to return and burn the rice harvester. After burning and destroying Mr. Than's harvester, all three got on their motorbikes and sped home. In the following days, seeing the police actively investigating and hunting down the perpetrator who destroyed Mr. Than's harvester, fearing exposure, on September 5, Tri instructed Thong and Thuan to escape to Ho Chi Minh City for a while.

According to initial statistics, the damage caused by burning and destroying Mr. Than's family's rice harvester is nearly 20 million VND.

Mr. Than said: My family borrowed money from the bank to buy some agricultural machinery, including 2 rice harvesters that cost more than 1 billion VND. Currently, the family has to pay tens of millions of VND in principal and interest to the bank every month, but when we use the machines to harvest, some people still protect and embezzle money.

According to Mr. Thuan, normally he only charges 120,000 VND to harvest a sao of rice field (500m2 area). However, if the group of "brokers" protects the rice harvest, they collect 180,000 VND from the people, they pay the machine owner 120,000 VND, and they keep 60,000 VND/1 sao of rice field. Because he did not accept the protection, Mr. Than was harassed many times by them and was not allowed to harvest rice. They even beat him to warn him, but he still did not compromise with them.

Major Bui Van Ngoc - Deputy Head of Yen Thanh District Police, said: This is a group of subjects operating in a gang nature, they are very bold, making the people and harvester owners extremely indignant. Therefore, the leaders of the District Police directed that at all costs, the perpetrators must be arrested and strictly handled according to the provisions of the law, thereby deterring other groups and subjects. Currently, the Investigation Police Agency of Yen Thanh District Police has initiated a case, prosecuted the accused, and temporarily detained the subjects to continue investigating and expanding the project.

Through the above incident, it shows that, in order to eliminate the brokers who are "parasitizing" the labor of farmers, it is necessary for the rice harvester owners to speak up, not to give them the opportunity to compromise and embezzle money blatantly and illegally. In addition, local authorities also need to have a clear and decisive attitude towards the above behavior, so that agricultural producers are not disadvantaged. When there is a situation of "brokers" causing trouble, it is necessary to immediately report to the police.
