What are the tricks of the group of people who fabricated the information "female Samsung worker infected with HIV"?

Previously, on July 25, 2024, on social networks Facebook and Zalo, a post appeared with false information stating "CTD workers of Samsung Electronics Vietnam Thai Nguyen Company Limited (abbreviated as SEVT) were infected with HIV and spread it to many other men inside and outside SEVT Company".

On July 26, worker CTD (born in 1996), residing in Soc Son, Hanoi, an employee of SEVT Company, went to the Yen Binh Industrial Park Police Station to report the incident. On the same day, SEVT Company sent Document No. 118 to Thai Nguyen Provincial Police and Pho Yen City Police requesting verification and clarification of the above incident.

The Cyber ​​Security and High-Tech Crime Prevention Department of Thai Nguyen Provincial Police coordinated with Pho Yen City Police to conduct verification activities, thereby identifying: Nguyen Hong Quan (born in 1995), residing in Group 5, Tan Thanh Ward, Thai Nguyen City, Thai Nguyen Province, is an employee of the PQC department of SEVT Company, and was given an account by the company to use in the company's internal network. This account can search for information of employees and workers working at SEVT Company.

At around 2:00 p.m. on July 25, through Facebook, Quan saw a post about the leaked sex clip of a female employee named "C.", who worked at SEVT Company and had infected many people with HIV. At around 3:00 p.m. the same day, Quan went to the Kakaotalk social network to access the group "Culi Technician" and saw the account of Dang The Duy (born in 1993), residing in Nguyen Xa village, Phuong Tu commune, Ung Hoa district, Hanoi, a worker in the same department as Quan, posted a video of a man and a woman having sex with each other, along with a message saying: "I heard this is CTD CNC".

At around 8:00 p.m., Quan went to work at SEVT Company and accessed the internal network account to work. At around 10:00 p.m. the same day, Quan used his Zalo account named "Quan Rua" to access the Zalo group named "Giao an" (a group of Quan's high school friends created by Nguyen Ngoc Huyen (born in 1995), residing in Mo Da hamlet, Linh Son commune, Dong Hy district, Thai Nguyen province, the group had 24 participating accounts including 22 members (2 members used 2 accounts) and saw the account "Nguyen Duc Nam" posting a video to the group with similar content to the video posted by Dang The Duy above.

At this time, Quan accessed the company's internal account to search for information about a person named CTD working at SEVT Company and used his phone to take information and portrait photos of Ms. CTD on the system, then shared them in the Zalo group "Giao An". That is, the incident related to Ms. CTD was completely fabricated and spread by the subjects, without basis.

During the verification process, the authorities also clarified that previously, some members of the "Story Plan" group had also shared video clips with obscene and pornographic content in the group. Considering that the incident had signs of the crime of "Disseminating obscene cultural products", stipulated in Article 326 of the Penal Code, on July 28, the Department of Cyber ​​Security and Prevention of High-Tech Crimes of Thai Nguyen Provincial Police transferred the case file to the Investigation Police Agency of Pho Yen City Police for investigation and verification according to its authority.

After receiving the case, the Investigation Police Agency of Pho Yen City Police conducted investigation activities, verified and collected documents and evidence related to many subjects using social networks to spread and share information, images, and video clips with obscene and depraved content in Zalo groups.

Based on collected evidence, on August 9, the Investigation Police Agency of Pho Yen City Police issued a Decision to prosecute the criminal case of "Disseminating obscene cultural products" discovered on July 26, 2024 in Pho Yen City, Thai Nguyen Province, prosecuting 6 suspects for the act of "Disseminating obscene cultural products" including: Nguyen Hong Quan; Nguyen Duc Nam; Nguyen Van Son; Tran Van Tai; Nguyen Le Ha; Nguyen Ngoc Huyen (all born in 1995, residing in Thai Nguyen Province).

At the same time, the Investigation Police Agency of Pho Yen City issued an arrest warrant for 4 suspects including: Nguyen Duc Nam, Nguyen Hong Quan, Nguyen Van Son and Tran Van Tai. As for the 2 suspects Nguyen Le Ha and Nguyen Ngoc Huyen, because they are raising children under 36 months old, the preventive measure of "Prohibition from leaving the place of residence" according to the provisions of law will be applied.

Regarding this incident, previously, on July 27, the Internal Political Security Department of Thai Nguyen Provincial Police also made a record and issued a Decision to impose an administrative fine of VND 7.5 million on NTN (born in 1986), residing in Thai Nguyen City, for the act of "Providing and sharing fake information, false information, distorting, slandering, and insulting the reputation of agencies, organizations, honor and dignity of individuals" according to Decree 15, 2020 of the Government on penalties for administrative violations in the fields of Post, Telecommunications, Radio Frequency, Information Technology and Electronic Transactions.

NTN was the one who posted the article on Facebook with rude words, along with a picture of Ms. CTD and a list of 16 men infected with HIV. When invited to work, NTN admitted his wrongdoings in posting fake, untrue information, insulting the reputation of the agency, organization, honor, and dignity of the individual and voluntarily posted a correction on Facebook...
